Why Binh Thuan residents disagree with the Nam Le Duong Residential Area project?

The Nam Le Duong urban development project has a total investment of 463,948 million dong from the provincial budget of Binh Thuan, entrusted to the People's Committee of Phan Thiet to oversee the development.

On March 5th, following Mr. Nguyen Van Dung, Secretary of Party Cell of Block 2, Phu Tai Ward (Phan Thiet City, “Người Đưa Tin” has noted the information about the South Residential Project in Le Duan Street (from Quoc Lo 1 to Vo Van Tan Street).

Mr. Dung expressed his opinion: “Currently, the compensation price for each household is still unclear. The relocation site has not been determined. To carry out this project, the provincial government must determine the land price, compensation price specifically for the people and the price for people to repurchase for resettlement. Therefore, there are some households who do not agree with the project of the South Residential Area in Le Duan Street”.

“The neighborhood has organized many meetings to announce the implementation direction of the project. However, some households do not agree with this project because it is related to the compensation price of land. Many times, there were petitions during the meeting with voters in Phu Tai Ward, but it led to nothing,” said the Secretary of Party Cell of Block 2, Phu Tai Ward.

The total area recovered in the South Residential Project in Le Duan Street is 48,915.4m2 (including 134 households, individuals, and 2 organizations). Specifically, the land of 134 households, individuals is 41,034.6m2; the land of 2 organizations (Phu Tai Ward People’s Committee and Truong Duong Co., Ltd.) is 7,880.8m2.

The People’s Committee of Phan Thiet City has issued a plan for recovery, counting and notifying the land for 134 households and 2 organizations since October 2023.

Specifically, Phu Tai Ward’s People’s Committee has organized the notification of land recovery for about 84/136 notifications, reaching 62%.

The City Land Development Center of Phan Thiet City has counted 72/136 cases with land recovery notification; in reality, it has counted 91 files (including 72 files with land recovery notification, 10 files with assets built on other people’s land, and 9 files arising separately from the main land recovery notification).

Among 72 files with land recovery notification, there are 63 established files, 6 households refused to be counted, 2 households could be contacted but did not cooperate, 1 household agreed to be counted but did not sign the minutes.

It is known that the City Land Development Center of Phan Thiet City has held a meeting to determine the location of the land, land type, and land use situation as the basis for establishing specific land prices for compensation projects; at the same time, a proposal has been sent to the Finance Department for reference to the City People’s Committee to approve the budget for implementation.

On March 5th, PV had a discussion with Mr. Nguyen Quoc Duy, Chairman of the People’s Committee of Phu Tai Ward about many issues regarding the South Residential Project in Le Duan Street. However, Mr. Duy declined to answer PV’s questions, considering this project to be “sensitive”.

PV contacted Mr. Le Thanh Son, Vice Chairman of the People’s Committee of Phan Thiet City, on March 4th to exchange information about the above-mentioned project.

He stated that he would provide information about the project to the reporter on March 5th due to his busy schedule. However, PV has not received any response from this leader.

The South Residential Project in Le Duan Street (from Quoc Lo 1 to Vo Van Tan Street), Phan Thiet City, was approved by the Provincial People’s Council in Resolution No. 51/NQ-HDND dated December 8th, 2021. In which, the initial investment scale of the project includes 4 traffic routes with a total length of about 894m; foundation work; water drainage, power supply, landscaping, and related items with a total initial investment of over 463 billion VND from the provincial budget, assigning Phan Thiet City People’s Committee as the project owner.
