Central Inspection Committee proposes Party Central Committee discipline former Chairman of Phu Yen province, Pham Dinh Cu

At the 37th session from March 6-8, 2024, the Central Inspection Committee reviewed the proposals of the Party Committee of Phu Yen, Gia Lai, and Ha Giang provinces regarding the disciplinary actions against party members for violations.

The 37th session of the Central Inspection Committee took place in Hanoi from March 6-8, 2024.

The Central Inspection Committee found that the following individuals: Pham Dinh Cu, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Affairs Committee, Chairman of the Provincial People’s Committee of Phu Yen; Nguyen Tu Son, former Provincial Party Committee member, Director of the Department of Education and Training of Gia Lai province; Nguyen The Binh, Provincial Party Committee member, Secretary of the Party Committee, Director of the Department of Education and Training of Ha Giang province have deviated from the political ideology, ethics, and lifestyle, violated the prohibitions for party members and the responsibilities to set an example, violated the Party’s regulations, state laws in the performance of duties and assigned tasks, resulting in serious consequences, public agitation, and negative impact on the reputation of the party organization and local state management agencies.

Based on the Party’s regulations, the Central Inspection Committee requested the Party Central Committee to consider and implement disciplinary actions against Mr. Pham Dinh Cu, Mr. Nguyen Tu Son, and Mr. Nguyen The Binh.

The Provincial Party Committee of Kon Tum province violated the principles of democracy and centralization.

Also at this session, the Central Inspection Committee reviewed the inspection results that showed signs of violations by the Party Affairs Committee of the People’s Court (TAND) of Kon Tum province.

The Central Inspection Committee found that the Party Affairs Committee of the People’s Court of Kon Tum province had violated the principles of democratic centralism, working regulations, and personnel affairs; demonstrated a lack of responsibility and loose leadership, allowing the provincial People’s Court and some district-level courts to violate the Party’s regulations, state laws, and the regulations of the judicial branch in the trial process; applied laws and mitigated criminal responsibilities, temporarily suspended sentences, granted suspended sentences, and deferred the execution of imprisonment sentences that did not correspond to the nature and severity of the offenses committed; cancelled and amended multiple verdicts in violation of legal regulations.

The above violations and shortcomings have had serious consequences and negative social impacts, affecting the work of crime prevention and control, the reputation of the Party organization, and the judicial system of Kon Tum province, to the extent that disciplinary actions must be considered.

The responsibilities for the mentioned violations and shortcomings belong to the Party Affairs Committee of the People’s Court of Kon Tum province in the 2015-2020, 2020-2025 terms, and Mr. Do Thi Kim Thu, Secretary of the Party Affairs Committee, Chief Justice; Mr. Nguyen Tien Tang, Party Affairs Committee member, Deputy Chief Justice of the Provincial People’s Court.

Regarding the mentioned violations and shortcomings, there are also responsibilities of some party organizations and party members in the Party Committee of Kon Tum province.

The Central Inspection Committee requested the Standing Party Committee of Kon Tum province to conduct a serious review, deeply learn from experiences, promptly overcome the mentioned violations and shortcomings, direct the review and evaluation of responsibilities of organizations and individuals involved in the violations and shortcomings, and report the results to the Central Inspection Committee.

The Central Inspection Committee also reviewed the monitoring results of the Party Affairs Committee and Party Affairs Committee members of the Ministry of Justice.

The Central Inspection Committee found that in addition to their essential strengths, the Party Affairs Committee and the Party Affairs Committee members of the Ministry of Justice also had some violations, shortcomings, and limitations in leadership, guidance of construction and organization of work regulations; personnel work; the execution of civil judgments; the construction of laws, monitoring the implementation of laws; the inspection of legal normative documents, judicial records, and judicial supplements; the resolution of international investment disputes; the implementation of investment projects; the declaration of assets and income.

The Central Inspection Committee requested the Party Affairs Committee and the Party Affairs Committee members of the Ministry of Justice to promote their strengths, promptly lead, guide the review, learn from experiences, overcome the mentioned violations and shortcomings, and report the results to the Central Inspection Committee.
