This is the information stated in document number 1725 / UBND-NC1 dated March 6, 2024, the People’s Committee of Lam Dong Province assigned the Department of Internal Affairs as the investor and implemented the Scheme for Arranging Administrative Units at the district level, the commune phase 2023 – 2025.
Accordingly, the entire natural area and population of the three southern districts, including Da Huoai, Da Teh, Cat Tien, will become one district; Lạc Dương District will merge into Da Lat City to expand the urban space of Da Lat City; adjust the natural area and population scale of 5 communes, including Loc An, Loc Thanh, Loc Nam, Tan Lac, and Loc Tan of Bao Lam District, to merge into Bao Loc City to expand the urban space of this city.
Da Lat City is assigned the task of taking the lead, coordinating with the People’s Committee of Lạc Dương District in building the Project file classifying urban areas for administrative urban areas formed after rearrangement. Lạc Dương District People’s Committee is assigned the task of building the file of workers meeting the standards of urban infrastructure development level for Lang Biang Ward, expected to upgrade Lac Duong Town to Lang Biang Ward to expand the urban space of Da Lat City.
Bao Loc City, chaired by the People’s Committee of Bao Loc City, coordinates with the People’s Committee of Bao Lam District in building the file recognizing the standards of urban infrastructure development level for Loc Nga Ward including two communes of Tan Lac and Loc Nga; upgrade Loc Chau Commune to Loc Chau Ward.

The People’s Committee of Don Duong District is the investor in the construction of the project to arrange Quang Lap Commune into Pro Commune. The People’s Committee of Da Huoai District is the investor in the construction of the project to merge Doan Ket and Da Ploa communes, Ha Lam and Phuoc Loc communes, Da Ton and Da Oai communes. The People’s Committee of Da Teh District is the investor in the construction of the project to arrange Trieu Hai Commune into Quang Tri Commune.
According to the Plan number 8358 / KH-UBND of the Provincial People’s Committee issued on September 25, 2023, in the roadmap of implementing the rearrangement of district-level administrative units and commune-level administrative units in the period 2023-2025, the entire natural area and population of Lac Duong District is a rural administrative unit and will be merged into Da Lat City as an urban administrative unit to expand the urban space of Da Lat City.
Da Lat City currently has an area of nearly 400 km2 with 12 wards and 4 communes. Lac Duong District has 6 communes and a town with a larger area than existing Da Lat, but the majority of the area is forested, with a low urbanization rate.
Both Da Lat and Lac Duong are located on the Lam Vien Plateau. Thus, after merging Lac Duong District into Da Lat City, a new Da Lat City will be formed, with an expanded administrative boundary four times the current one. The new city has an administrative boundary adjacent to two provinces, Khanh Hoa and Dak Lak…
Therefore, after rearrangement, the newly established district-level administrative unit based on the merger of the three above districts will have a natural area of 1,448.48 km2 compared to the standard of 850 km2 as prescribed, reaching 170.4%; the population scale is 146,064 people compared to the standard of 80,000 people per district as prescribed, reaching 182.58%.
According to the plan, in 2024, Lam Dong Province will complete the rearrangement of district-level administrative units, commune-level administrative units mentioned above; carry out rearrangement, perfect all machinery, arrange the staff, civil servants, public employees, and laborers in agencies, administrative units implementing the rearrangement in this phase.
