Audit of over 100 ownerless land parcels in the Biên Hòa – Vũng Tàu expressway project

The project inspection team of the Biên Hòa - Vũng Tàu expressway in Đồng Nai province has uncovered 117 abandoned land plots. The authorities are required to conduct an inventory check as per regulations.

The Project Management Board of Land Clearance and Resettlement Support in Dong Nai province has announced that Component 1 of the Biên Hòa – Vũng Tàu expressway project has completed the counting of over 1,750 land plots, achieving nearly 94%. Component 2 of the project has carried out the counting of over 1,370 land plots, achieving nearly 92%.

The unit has also identified 117 land plots that have not yet determined the land users. The unit has transferred the list to the People’s Committees of communes, wards, and towns for public posting and notifying the search for land users. The posting and notification procedures have been carried out in accordance with the prescribed order. It is expected that an absentee owner inventory will be conducted for these cases next week.

During the process of counting and implementing land clearance for the Biên Hòa – Vũng Tàu expressway project in Dong Nai province, competent authorities have determined that the issue of absentee land is prevalent in most communes and wards affected by the project, with the highest occurrence in Bien Hoa City.

The reason behind the prevalence of absentee land is that land users have subdivided and sold land plots using handwritten documents to multiple individuals before relocating and not being present in the local area. The large number of absentee land cases has posed difficulties and obstacles for the counting work.

In addition, the Dong Nai Provincial People’s Committee has assigned the land clearance task for the Biên Hòa – Vũng Tàu expressway project to two units: the Project Management Board for Land Clearance and Resettlement Support and the Long Thanh District People’s Committee. The aim is to expedite the progress and complete the handover of land for the project to the government before June 30th of this year, as committed.

The Biên Hòa – Vũng Tàu expressway project phase 1 is 53.7 km long, with the section passing through Dong Nai province being 34 km long and divided into two component projects.
