Multiple locations pledge to disburse 100% funds of national target programs

This morning, March 8th, Deputy Prime Minister Tran Luu Quang chaired an online meeting with localities on the implementation of national target programs for 2023 and the first two months of 2024, as well as the tasks and key solutions for the coming period. During the meeting, leaders from various localities pledged to fully disburse the public investment capital for national target programs this year.

There are 3 national target programs, including the program for socio-economic development of ethnic minority and mountainous areas, the sustainable poverty reduction program, and the new rural development program. In previous years, these 3 programs were always slow in disbursing public investment capital.

However, the results of 2023 and the first 2 months of 2024 have seen many changes. At the meeting, the majority of localities have committed to disburse 100% of the public investment capital for these programs this year.

According to the steering committee of the programs, the Government has allocated over VND 49,500 billion from the central budget for 2023 to ministries, central agencies, and localities to implement the national target programs. For this year’s plan, the Prime Minister has allocated over VND 47,600 billion from the central budget for 2024, for ministries, central agencies, and localities to implement the national target programs.

At the meeting, leaders of many localities such as Lao Cai, Son La, Nghe An, Thua Thien – Hue, Quang Nam… have committed to implementing the 3 programs according to plan and achieving 100% public investment capital disbursement.

Deputy Chairman of the People’s Committee of Nghe An province Bui Dinh Long affirmed: “We are committed to implementing the National Target Program in accordance with the plan, making every effort to disburse 100% of the capital. Especially for public investment capital, there is no problem, but for state capital we will try our best to disburse it to the maximum extent”.

In addition, localities also mentioned some difficulties and obstacles in the process of organizing and implementing the national target programs. These are some contents of the socio-economic development program for ethnic minorities and mountainous areas that have not been implemented due to difficulties with current legal regulations. There is no guidance on the criteria for determining low-income workers according to Decision No. 90 of the Prime Minister.

Regarding the national target program for new rural development, the organization, evaluation, and grading of OCOP products at some district-level localities are still in trouble, the centralized wastewater treatment system of some industrial clusters and urban areas has not received adequate attention.

Leaders of localities speak from various raising points

According to Decision No. 861 of the Prime Minister, mountainous communes in extremely difficult areas will not enjoy social security policies, while the actual conditions in many localities still face many difficulties, affecting the target of having 85% of communes meet the new rural development standards by 2025. Local leaders propose that the Government and ministries pay attention to removing these obstacles.

Ms. Nguyen Thi Thanh Lich, Deputy Chairwoman of Ga Lai province People’s Committee, suggested: “We propose that the Ethnic Minorities Committee report to the Prime Minister for the area 3 communes according to Decision No. 861 of the Prime Minister to continue to enjoy the area 3 policies after completing the new rural development. Regarding the pilot project to build a safe supply and purchase center for agricultural products at the district level, Gia Lai People’s Committee has sent 2 letters to the Ministry of Agriculture and Rural Development, requesting the ministry to issue guidance soon so that Gia Lai can implement it”.
