Reasons for the Delay of the Ho Chi Minh City – Trung Luong Expressway Connection

The project is behind schedule due to land issues. The biggest challenge at the moment is that 124 households have not received compensation, and there are still complaints about the price and relocation. In addition, there are also cases where compensation has been received but relocation is not agreed upon, as they are waiting for resettlement arrangements.

The provincial road (PR) 830E project is over 9.3 km long. It starts at the intersection of the Ho Chi Minh City – Trung Luong expressway in An Thanh commune, Ben Luc district, Long An province, and ends at the connection to DT830 road in Long Dinh commune, Can Duoc district, Long An; it was initiated in April 2023 with a total investment of over 3,700 billion VND.

Mr. Dang Hoang Tuan – Director of the Long An Department of Transport – said that the TPHCM – Trung Luong expressway connection project consists of 4 bidding packages, currently under construction from the intersection of PR830 road – Nguyen Van Nham road and from Nguyen Van Nham road – National Highway 1 (NH1). Currently, the contractors have completed the construction of M1 bridge, T1, T2 pillars, drilled piles of T8 pillar, and installed 3/11 beams.

The contractors are also constructing precast drainage system, cement piles, steel reinforcement of T7 pillar, with the achieved value of nearly 14%. In addition, items such as bridge, pillar, embankment reinforcement, drainage system… are also being accelerated.

In this project, phase 1 will invest in two parallel roads along the route, each parallel road consists of two mixed traffic lanes of 7m wide and one primitive lane, opening river-crossing bridges on both sides of the parallel roads.

The complete phase will be an 8-lane expressway, two emergency lanes, and a four-lane mixed traffic parallel road.

However, the project is lagging behind schedule due to land clearance issues. The biggest difficulty at present is that there are still 124 households that have not received compensation money, and there are still complaints about prices and resettlement. In addition, there are also cases where compensation money has been received but relocation has not been agreed upon due to waiting for resettlement arrangements. This is also the reason for the project’s delay.

To speed up the progress, Deputy Chairman of the Long An Provincial People’s Committee Nguyen Minh Lam has requested the Department of Natural Resources and Environment to coordinate relevant departments and the Ben Luc District People’s Committee to agree on a compensation and resettlement plan, arrange funds for the project’s comprehensive and favorable implementation.

The leaders of Long An province have assigned the Ben Luc District People’s Committee to mobilize local residents to hand over their land early. For households that meet the relocation conditions, the implementation of temporary residence policies and the handover of land for the project will be promoted.
