The People’s Committee of Ho Chi Minh City has just approved the “Development Plan for the Pharmaceutical Industry until 2030, with a vision to 2045”. This plan will be a significant breakthrough for Ho Chi Minh City to soon establish the first concentrated pharmaceutical industrial zone in the country.

Accordingly, this plan aims to meet domestic healthcare needs, gradually replace imported drugs, and focus on exporting with competitive advantages in terms of quality and price.

According to the plan, from now until 2025, Ho Chi Minh City will focus on building the pharmaceutical industrial zone through the establishment and issuance of policies on land funds, taxes, financial resources, as well as attracting investment; defining the types of products including high-tech pharmaceuticals and medical equipment, thereby setting specific criteria for products produced in the high-tech industrial zone.

This is considered a breakthrough orientation of Ho Chi Minh City from now until 2045. The pharmaceutical industry zone will be built in Le Minh Xuan 2 Industrial Park, Binh Chanh District, with an area of ​​338 hectares.

With the main functions of research, development, and innovation center in the pharmaceutical field and a place for production facilities, business of specialized medical products, high-tech technical products. This is also a trading center for specialized medical products and auxiliary products.

From 2025 to 2030, Ho Chi Minh City will deploy the construction of infrastructure for the pharmaceutical industrial zone with a scale of about 300 hectares, gradually putting it into actual operation. From 2030 to 2045, the pharmaceutical industrial zone will operate on the principle of ensuring open and connected collaboration among businesses inside and outside the technology zone.

The first pharmaceutical industrial zone in Vietnam is located in Binh Chanh District. This is the 3rd largest district of Ho Chi Minh City, with a natural area of ​​253 km2, accounting for 12% of the total area of ​​the city. This is the most populous district in the country with more than 815,000 people. In a meeting to celebrate the 20th anniversary of the administrative boundary separation of Binh Chanh District on December 1, 2023, Secretary of the District Party Committee Tran Van Nam said that the urbanization process in the district would still proceed quickly, and the population of the district would always remain high due to mechanical growth, averaging 30,000 people per year.

In terms of the economy, it is noteworthy that Binh Chanh’s budget revenue in 2023 reached VND 2,158 billion, reaching 103% of the estimate. This figure is higher than 3 provinces of Bac Kan (837 billion), Dien Bien (1,570 billion), Cao Bang (2,086 billion), and equal to Lai Chau province (2,190 billion). This level has increased 13.8 times compared to 2004 – the year the district separated the administrative boundary. For 5 consecutive years since 2019, the State budget revenue of the district has exceeded VND 2,000 billion. Thus, the total State budget revenue for the period 2004 – 2023 reached about VND 22,066 billion, reaching 110% of the total allocated estimate (VND 20,067 billion).

In 2024, Binh Chanh must achieve criteria to strive to be recognized as a city directly under Ho Chi Minh City by 2025. Specifically, at the 15th (expanded) conference of the Binh Chanh District Party Committee held in late December 2023, Secretary of the Binh Chanh District Party Committee Tran Van Nam said that in 2024, the district set the goal of reviewing, updating, and supplementing legal basis when changes occur, assessing the true situation of the district to determine the level of urbanization to be achieved.

Ensure the criteria to strive to be recognized as a city directly under Ho Chi Minh City by 2025. Along with that, complete the investment and construction project, build Binh Chanh District into a district or a city directly under Ho Chi Minh City in the period 2021-2030.
