Prime Minister Pham Minh Chinh has expressed his opinion on the investment in the Thanh Long Lake Ecotourism Resort (Hai Duong).
Accordingly, in terms of investment in the Thanh Long Lake Ecotourism Resort, the Hai Duong province planning for the period 2021-2030, with a vision to 2050 (Decision No. 1639/QD-TTg dated December 19, 2023, of the Prime Minister) and the adjustment of the general planning of Chi Linh City, Hai Duong province by 2040 (Decision No. 555/QD-UBND dated February 25, 2022, of the provincial People’s Committee) have oriented the development of the Thanh Long Lake area into an ecotourism resort.
The Prime Minister has assigned the Hai Duong Provincial People’s Committee and the Ministry of Culture, Sports and Tourism to coordinate in establishing the planning for conservation, renovation, and restoration of the special national heritage site of Con Son – Kiep Bac.
At the same time, the Hai Duong Provincial People’s Committee will actively coordinate with the Bac Giang Provincial People’s Committee to fully take into account the opinions of the relevant ministries, including the Ministry of Construction, the Ministry of Culture, Sports and Tourism, the Ministry of Natural Resources and Environment, in order to implement the necessary steps in accordance with the proper procedures, to invest in and develop the Thanh Long Lake area in accordance with regulations and avoid negative behaviors or corruption.
According to the report of the Hai Duong Department of Planning and Investment, Thanh Long Lake is located in the center of the Con Son – Kiep Bac historical site. Previously, this area was the gathering place for naval warfare and the training ground for the naval forces of the Holy Tran Dynasty, the rear base of the Vạn Kiếp military field.
Currently, the lake area encompasses the Hung Dao and Le Loi communes (Chi Linh) and a part of the Dan Hoi commune, Luc Nam district (Bac Giang). The lake area is currently abandoned, with only a portion of land used for one season of rice cultivation and the natural aquatic resources being allocated to the people by the authorities. The heritage system here is severely deteriorated, not having undergone renovation and restoration for many years, and the natural landscape has not been planned, so its exploitation is still ineffective.
Therefore, the Hai Duong Department of Planning and Investment considers it necessary to invest in the construction of the Thanh Long Lake ecotourism resort in order to restore historical relics, rituals, traditional villages, cultural values, etc., to enrich the value of the Con Son – Kiep Bac heritage complex.
According to the plan, the Thanh Long Lake ecotourism resort will be developed into a national and international-scale integrated tourism area with characteristic forms of tourism including history, culture, spirituality, and ecology. The entire research area of the Thanh Long Lake project covers a total area of about 1,502 hectares. The heritage site belongs to the Hung Dao and Le Loi communes and Cong Hoa ward.
The project includes construction and renovation of pagodas, bell towers, with the focus being on the 3 towers at Tam Ton Lake, connected to each other by an underground system under the lake.
It is known that the Thanh Long Lake ecotourism project was proposed by private enterprise Xuan Truong. This company pledged to invest approximately 10,000 billion VND over a 10-year period into the project.
Previously, at the conference to announce the list of investment attraction on the territory of Chi Linh City (Hai Duong) by 2040, Xuan Truong Construction Company signed a memorandum of understanding with the Chi Linh City People’s Committee to conduct research on investing in the Thanh Long Lake ecotourism resort.
Xuan Truong Construction Company is well-known for being the investor of many spiritual tourism projects with capital of tens of thousands of billion VND in many provinces and cities in the North such as the Bai Dinh – Trang An complex (Ninh Binh), the Tam Chuc – Ba Sao tourist area (Ha Nam), the combined spiritual tourism area of Cai Trap Island (Hai Phong), and the Ho Nui Coc spiritual tourism area (Thai Nguyen), etc.
