Nghe An provincial People’s Committee has just issued an official dispatch number 09/CĐ-UBND on accelerating the disbursement of public investment capital in 2024, to directors of departments; heads of provincial agencies and departments; chairmen of People’s Committees of districts, towns, and cities; directors of project management boards and project owners.
AVOIDING NEGATIVE PHENOMENA, LOSSES, AND WASTEFUL SPENDING
According to the content of the official dispatch, as of March 31, 2024, the public investment capital concentrated by Nghe An province has disbursed more than VND 708 billion, reaching 15.3%, higher than the same period in 2023 (7.01%). Some agencies in Nghe An have achieved quite good disbursement results, such as: Nghe An Radio and Television Station (100%), Department of Education and Training (69.73%), Yen Thanh District General Hospital (33.46%). and the localities are Vinh city (46.28%), Do Luong (45.46%), Yen Thanh (42.51%), Nam Dan (42.11%), Thanh Chuong (40.32%), Nghi Loc (37.61%), Tan Ky (34.63%), Nghia Dan (32.71%),
However, some capital sources for disbursement in this province are still slow, such as: foreign capital (not yet disbursed), central budget – domestic capital (only 8.39%), National Target Program for Sustainable Poverty Reduction (only 5.21%), National Target Program for Ethnic Minorities and Mountainous Areas (only 8.91%), capital for previous years extended (only 5.81%).
Many agencies in Nghe An have low disbursement rates, such as: Department of Planning and Investment (0.49%), Nghe An Provincial Political School (1.8%), Department of Agriculture and Rural Development (3.19%), Health Department (3.43% ), Nghe An Oncology Hospital (3.72%), Project Management Board for Investment in Construction of Civil and Industrial Works of Nghe An Province (8.07%), Department of Labor, Invalids and Social Affairs (8.46%). and the localities: Ky Son (1.94%), Tuong Duong (2.55%), Hung Nguyen (7.77%), Que Phong (8.4%), Con Cuong (9.99%).
In particular, in this province, there are still 21 agencies that have not disbursed public investment capital (0%), such as: Nghe An Obstetrics and Gynecology Hospital, Provincial Military Command, Nghe An Boarding High School for Ethnic Minorities, Nghe An Provincial Police, Tay Bac Nghe An Water Resources One Member Co., Ltd., Department of Home Affairs, Nghe An – German Vocational College…
Therefore, to accelerate the implementation progress and disbursement of the public investment capital plan in 2024, striving for the disbursement rate in 2024 to reach over 95% of the plan, the Chairman of Nghe An Provincial People’s Committee requested that directors of departments; heads of provincial agencies and departments; chairmen of People’s Committees of districts, towns, and cities; heads of project management boards and project owners promote higher responsibility, focus on more drastic implementation, and synchronously and effectively implement key tasks and solutions. Promoting the disbursement of public investment capital must go hand in hand with ensuring the volume and quality of projects, avoiding negative phenomena, losses and waste.
The Chairman of Nghe An Provincial People’s Committee assigned the Department of Planning and Investment to continue to closely monitor the disbursement progress of departments; agencies, localities and project owners; report the disbursement situation to Directors of Departments, Heads of relevant agencies and departments, Secretaries, and Chairmen of People’s Committees of districts, towns, and cities every 10 days; monthly. At the same time, announce it on the province’s electronic information portal, the electronic information portal of the Department of Planning and Investment; suggest Nghe An Provincial People’s Committee to commend agencies and units with good disbursement results, criticize agencies and units with slow disbursement results at quarterly provincial People’s Committee meetings.
PRIORITIZING THE SETTLEMENT OF DOCUMENTS RELATED TO PROJECT APPRAISAL
Nghe An Department of Finance is assigned to balance and ensure sufficient sources, timely enter the budget and treasury management information system (tabmis) for project works to disburse capital. Coordinate and support project owners to work with the Ministry of Finance to carry out procedures to withdraw capital from ODA projects from donors in a timely manner, ensuring compliance with regulations. Focus on speeding up the progress of project final settlement audits, especially projects in the medium-term public investment plan 2021-2025 and projects allocated with the public investment capital plan in 2024 for timely disbursement.
The Chairman of Nghe An Provincial People’s Committee assigned the Department of Agriculture and Rural Development, Department of Labor, Invalids and Social Affairs, and Nghe An Ethnic Minority Committee to review the plan for allocating capital for national target programs and submit it to competent authorities to adjust the capital plan (if any) in accordance with the objectives, subjects, areas and support content. Regularly urge the disbursement of public investment capital in 2024 for national target programs (including plans for previous years extended to 2024).
The Departments of Construction, Transport, Agriculture and Rural Development, and Nghe An Provincial Police step up the administrative procedure reform, focus on prioritizing, and shorten the time for resolving records related to project appraisal, project adjustment, design – estimate appraisal, create conditions for project owners to complete procedures early, execute construction works and disburse capital.
The Chairman of Nghe An Provincial People’s Committee assigned the State Treasury of the province to direct the State Treasury of districts, towns, and cities to timely make payments for completed output, promote payment through the State Treasury’s online public services to save time and travel expenses for project owners, ensuring transparency in the processing of records at the payment control agency.
As for the People’s Committees of districts, towns, and cities, the Chairman of Nghe An Provincial People’s Committee requires the settlement of all outstanding issues related to site clearance and resettlement, ensuring the handover of clean land for projects on schedule.
The Chairman of Nghe An Provincial People’s Committee also requires that units and project owners assign specific leaders to take responsibility for monitoring the implementation progress, closely following and promptly removing difficulties and taking responsibility for the disbursement results of each project. The units, project owners consider the results of the disbursement of public investment capital as an important basis when assessing the classification of the level of completion of assigned tasks in 2024 of the head of the agency, unit and related collectives and individuals.
