Regarding the information that Thuan An Group Corporation Joint Stock Company is a contractor participating in the upgrading and expansion project of National Highway 14E in Quang Nam province, in an interview with reporters from Nguoi Lao Dong Newspaper, Mr. Nguyen Xuan Anh, Deputy Director General of the Directorate for Roads of Vietnam, said that he had directed related units to review the progress of the contractor at the site.

“Currently, the entire National Highway 14E is facing many obstacles in terms of land clearance, and the construction volume is still low” – Mr. Anh said.
Mr. Anh said that after Mr. Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group, was arrested, it is unclear how the division of tasks within the corporation will be and how the financial resources to continue implementing the projects that the company won the bid would be secured.
“We are writing a document to inquire. Mr. Hung’s arrest will certainly affect the project, but we do not know to what extent. However, whoever is wrong must be held accountable. The principle is that contractors must ensure the right progress, quality, and requirements of the investor; otherwise, they will be invited to leave, and the project workload will be transferred to another contractor ” – Mr. Anh added.

According to the Deputy Director General of the Directorate for Roads of Vietnam, the project to upgrade and expand National Highway 14E was bid online by Project Management Unit 4, and the procedures were carried out in accordance with regulations.
Thuan An Group is known to have won many bids for major transportation projects in many provinces and cities.
In Quang Nam province, Thuan An Construction Development and Trading Joint Stock Company, under the management of Mr. Nguyen Duy Hung, won at least 2 projects invested by units under the Ministry of Transport.
Specifically, in December 2019, the consortium of Vinh Hung Trading, Consulting, and Construction Joint Stock Company – Thuan An Construction Development and Trading Joint Stock Company was the winning contractor for the project to repair and strengthen Gieng bridge, National Highway 14D (Quang Nam province), invested by the Directorate for Roads of Vietnam, with a bid value of over VND 34.8 billion.
In December 2022, the consortium of Tan Hoang Long Construction Investment and Trade Joint Stock Company – Thuan An Construction Development and Trading Joint Stock Company – Tay An Construction and Works Investment Joint Stock Company won the bid for the XD02 package to construct the section from Km40+00 to Km71+500 of the project to renovate and upgrade National Highway 14E in Quang Nam province. The bid amount for the project is over 507 billion VND.
It is known that the project to renovate and upgrade National Highway 14E in Quang Nam province has a total investment of over VND 1,848 billion, invested by the Directorate for Roads of Vietnam with management and implementation by Project Management Unit 4.
As reported by Nguoi Lao Dong Newspaper, on April 15, the Ministry of Public Security announced that the Investigation Police Agency had issued a decision to prosecute and detain Mr. Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group Corporation Joint Stock Company, to investigate him for the crimes of “Violating bidding regulations, causing serious consequences” and “Bribery.”
In addition, the investigating agency also prosecuted and detained 5 other related individuals for the crimes of “Bribery,” “Violating bidding regulations, causing serious consequences,” and “Receiving bribes.”
