Hai Phong Ranked Second in Administrative Reform Index 2023

According to the newly released ranking at the Public Administration Reform Index (PAR INDEX) Conference, the 2023 Satisfaction Index of Public Service (SIPAS), held on the morning of April 17, Hai Phong City ranked second in the country in this index. This is the result of the city's efforts in administrative reform and digital transformation over the past year.

Hai Phong City is also among the provinces and cities in Group A, achieving a PAR INDEX of 90% or higher. To achieve this result, Hai Phong has been implementing tasks of administrative procedure reform in conjunction with the implementation of Project 06 on developing applications for population data, electronic identification and authentication to serve national digital transformation in the 2022 – 2025 period, with a vision to 2030; National Digital Transformation Program. The city has strengthened the dissemination of information about the significance and results of administrative reform indicators to cadres, civil servants, public employees, people and organizations in order to raise awareness, sense of responsibility and social consensus on administrative reform.

At the same time, Hai Phong has strengthened administrative discipline and order, regularly organized inspections and examinations of public services, strictly handled and publicized cadres, civil servants, public employees, agencies, and units that caused delays, harassment, and had appropriate forms of reward for individuals and organizations that achieved good results in advising on the implementation of administrative reform tasks; continue to innovate, improve the quality of activities of the One-door, One-door linkage Departments at departments, branches, units, and localities…

The PAR INDEX is determined through 8 component indicators, including: administrative reform steering and direction; building and organizing the implementation of legal documents; administrative procedure reform; reforming the organization of the state administrative apparatus; building and improving the quality of cadres, civil servants, and public employees; renewing financial mechanisms for administrative agencies and public事业 units; modernizing the administrative system; implementing the one-door and one-door linkage mechanisms.

Through the Administrative Reform Index, the Government, ministries, branches and localities determine the goals, orientations, contents, tasks and solutions for the next stage of state administrative reform. Ministries, sectors and localities always consider the deployment of measurement and evaluation of the Administrative Reform Index as a useful tool in directing and managing administrative reform by the heads of agencies and units.

Along with that, the evaluation results help to identify obstacles, limitations, clarify the responsibility of the collective and serve as an important basis for assessing the level of completion of the tasks of individuals in performing public services and of organizations in performing their assigned functions and tasks. The Administrative Reform Index is also a tool that has a certain impact, creating pressure on management agencies to create change and reform.
