Venezuela Considers Vietnam as a Development Role Model, Pledges Maximum Support for Vietnamese Investors

Venezuelan President Maduro Moros highlighted that Vietnam serves as a development model for his own country, stating that he will instruct various ministries, industries, and local authorities to begin negotiations for cooperation and to implement specific projects with Vietnam, and he pledged to create optimal conditions for Vietnamese businesses to invest in Venezuela.

On April 18 (local time), as part of his official friendly visit to Venezuela, Deputy Prime Minister of the Government Tran Luu Quang participated in talks with Venezuelan government leaders, chaired by Venezuelan President Nicolás Maduro Moros.

Also attending from the Venezuelan side were Executive Vice President Delcy Rodríguez, First Lady Cecilia Flores, Foreign Minister Yván Gil Pinto, Minister of the Presidency Jorge Márquez, and Minister of Oil and President of the National Oil Company of Venezuela Pedro Tellechea.

The Vietnamese delegation included Minister of Construction Nguyen Thanh Nghi, Chairman of Hai Phong People’s Committee Nguyen Van Tung, Deputy Minister of Foreign Affairs Ha Kim Ngoc, Deputy Minister of Public Security Le Van Tuyen, and Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep.

President Maduro welcomed Deputy Prime Minister Tran Luu Quang’s visit to Venezuela and expressed admiration for Vietnam’s remarkable development achievements in recent years, making it a role model for many countries, including Venezuela.

President Maduro expressed confidence that the Deputy Prime Minister’s visit would open a new chapter of cooperation between the two countries, in the context of the 35th anniversary of the establishment of diplomatic relations (1989-2024).

Recalling his positive impressions from his visit to Vietnam in 2015, President Maduro conveyed greetings to General Secretary Nguyen Phu Trong and senior Vietnamese leaders, and affirmed his determination to continue the legacy of Commander Hugo Chávez in promoting relations with Vietnam.

Deputy Prime Minister Tran Luu Quang expressed his delight at visiting Venezuela for the first time and thanked President Maduro and Vice President Delcy Rodriguez for their warm and respectful reception of the delegation.

The Deputy Prime Minister conveyed greetings from senior Vietnamese leaders and respectfully extended an invitation for the Venezuelan President and Vice President to visit Vietnam soon.

Congratulating Venezuela on its significant achievements in socio-economic recovery after the COVID-19 pandemic, stabilizing social order, and improving people’s lives, Deputy Prime Minister Tran Luu Quang expressed confidence that Venezuela, under the leadership of the United Socialist Party of Venezuela (PSUV) and President Maduro, would continue to achieve many victories in its national development and enhance its international standing.

Affirming that Vietnam always considers Venezuela as one of its traditional friendly countries and an important partner in the Latin American region, the Deputy Prime Minister expressed his desire to promote the relationship between the two countries to become increasingly substantial and effective, serving the development of each country.

The Deputy Prime Minister shared the results achieved during the reception of Venezuelan Ministers as well as bilateral working sessions between ministries, agencies, localities, and businesses of the two countries on this occasion. He proposed that the two sides increase the exchange of high-level delegations, strengthen the activities of cooperative and dialogue mechanisms that have been established, promote economic-trade relations and investment development commensurate with the good political relationship and the potential of each side.

Highly appreciating the results achieved during the visit, President Maduro affirmed that he would direct and urge Venezuelan ministries, agencies, and localities to promptly negotiate cooperative documents and implement specific projects with Vietnam. He pledged that the government would create the most favorable conditions for Vietnamese businesses to do business and invest in Venezuela.

Both sides agreed to actively prepare for the upcoming high-level visits of the two countries’ leaders, promptly convene the 4th Session of the Intergovernmental Committee, and regularly and flexibly implement the political consultation mechanism between the two Foreign Ministries, share views, and closely coordinate at international organizations and multilateral forums.

Both sides agreed to promote economic, trade, and investment relations through increased business delegation exchanges and appropriate promotion and connectivity activities, utilizing existing cooperation mechanisms to review outstanding obstacles, and enhance the effectiveness of economic cooperation between the two countries.

The two governments will accompany businesses to encourage and facilitate bilateral cooperation and investment projects, especially in the fields of oil and gas, agriculture, telecommunications, and construction.

The two sides also exchanged views on international and regional issues of mutual concern, sharing the view of resolving disputes through peaceful means on the basis of respecting international law and the UN Charter.
