According to Deputy Minister of Planning and Investment Tran Duy Dong, the National Innovation Centre (NIC) of the Ministry of Planning and Investment will attract leading technology organizations in priority fields in line with the Fourth Industrial Revolution. It will provide a workspace for organizations, businesses, and individuals to carry out innovation, research, and technology development.
Therefore, in addition to establishing factories and technology research centers, it is necessary to develop residential areas and other essential services for experts and workers. This will enable NIC to effectively promote science, technology, and innovation, creating a high-level innovation ecosystem and driving economic growth.
“It is urgent to plan a land area for residential purposes and other convenient services to attract high-quality human resources, especially talented professionals, to support innovation,” emphasized Deputy Minister Tran Duy Dong.
Vo Xuan Hoai, Deputy Director of NIC, said that the project to build a residential area and necessary services for experts and workers on the HH1 mixed-use land plot is part of the Mixed-use Land approved by the Prime Minister in Decision No. 899/QD-TTg dated May 27, 2016, with a land area of 11.53 ha, a building density of 45%, a land use coefficient of 12.5, and a building height of less than or equal to 55m.
The investment objective of the construction of the residential area and necessary services is to complete the infrastructure of NIC to serve experts and workers in Hoa Lac NIC and meet part of the demand in the Hoa Lac Hi-Tech Park.
Nguyen Manh Quyen, Vice Chairman of the Hanoi People’s Committee, said that Hanoi will actively and responsibly coordinate with the Ministry of Planning and Investment and related units to implement the work promptly, promoting overall development.
To carry out the next tasks, Nguyen Manh Quyen suggested that the units coordinate to review the project, strictly follow the Land Law, and reach a consensus on the purpose and function of land use.

It is known that the Hanoi People’s Committee will coordinate to organize dialogues, answer questions, and resolve difficulties and obstacles for investors in the investment project in Hoa Lac Hi-Tech Park. This is part of the plan to organize the Conference on “Dialogue to Remove Difficulties and Promote Production and Business for Enterprises Investing and Operating in Hoa Lac Hi-Tech Park,” recently issued by the Hanoi People’s Committee.
As planned, at the conference, the Hanoi People’s Committee will inform investors about the transfer of management rights to Hoa Lac Hi-Tech Park, discuss and provide information on the operation status and development orientation of Hoa Lac Hi-Tech Park, and hold discussions to resolve the difficulties and obstacles and address the proposals and recommendations of investors during the project implementation in Hoa Lac Hi-Tech Park.
The Hanoi People’s Committee also requested that related units summarize upfront the difficulties and obstacles related to current policies, mechanisms, and regulations concerning the investment activities of investors. They should promptly grasp the difficulties and obstacles in the production and business process, thereby finding the root causes and consulting the competent authorities on remedial measures.
Hoa Lac Hi-Tech Park was established by the Prime Minister in 1998, and it has been planned to develop into a science city, leading the research and production of scientific products in the country. Hoa Lac Hi-Tech Park is managed by the Ministry of Science and Technology.
Hoa Lac Hi-Tech Park has an area of over 1,580 ha according to planning. The population of the Hi-Tech Park is projected to reach 229,000 by 2030, including approximately 99,300 permanent residents. As of May 2023, the total cleared land area exceeds 1,400 ha.
In accordance with the Prime Minister’s decision, on November 24, 2023, the Ministry of Science and Technology transferred Hoa Lac Hi-Tech Park to the Hanoi People’s Committee for management. According to statistics, Hoa Lac Hi-Tech Park has attracted over 100 investment projects, contributing to the creation of jobs for nearly 20,000 workers. However, the assessment is that these contributions are not commensurate with the scale of a major technology park, known as the “Silicon Valley of Vietnam.”
The Hanoi People’s Committee stated that it will focus on directing the completion of the entire land clearance work for Hoa Lac Hi-Tech Park in 2024. Hanoi will allocate resources to invest in infrastructure and continue to research and issue special, superior mechanisms and policies to build and develop Hoa Lac Hi-Tech Park into the national hub for innovation, research, technology development, and technology transfer, and to play the central role in the future urban area of Hoa Lac.
