The Most Expensive Beltway in the World: The Current State of Hanoi’s Beltway

The Ring Road 1 project, Hoang Cau - Voi Phuc section, is dubbed as the "most expensive road on the planet" with an investment of over VND 7,200 billion for 2.2km.

The Hoang Cau – Voi Phuc segment of the Ring Road 1 project spans over 2.2 km, with a cross-section of 50 m. The starting point is at the intersection of Cat Linh – La Thanh – Yen Lang and Hoang Cau (Dong Da district), while the endpoint is at the Voi Phuc intersection (Ba Dinh district). This is the final segment to complete the Ring Road 1 of Hanoi. Upon completion, the route will help alleviate traffic congestion on La Thanh Road and facilitate convenient transportation connections to the city’s core.

The Ring Road 1 project was marked out in 1999. However, the project has not yet been implemented due to land clearance issues.

A representative from the Hanoi Civil Engineering Works Investment and Construction Project Management Board said that the project has a total investment of 7,211 billion VND, with an implementation period from 2019 to 2024. However, the cumulative disbursement as of the end of 2023 was only 1,634/7,211 billion VND.

The Hanoi People’s Committee has held numerous meetings to direct and request that relevant agencies complete the project’s land clearance work in 2023.

According to a report from the Dong Da District People’s Committee, the district has completed the investigation and confirmation of the land origin of all 658 cases belonging to the 4 wards (Cat Linh, Lang Ha, Lang Thuong, and O Cho Dua).

In April 2024, the Dong Da district is expected to forcibly repossess 1,901/48,062 m2 of land belonging to the Hoang Cau Agricultural Cooperative. At the same time, the district will continue to review, make public the draft plans, and approve the compensation, support, and resettlement plans for the remaining 470 plans.

In Ba Dinh district, the total number of cases within the land clearance boundary is estimated to be 1,337 (1,316 households and 21 organizations). The district has currently measured the technical land records of 1,327/1,337 cases and confirmed the land origin of 1,266/1,327 cases. The image shows Nguyen Chi Thanh Street.

It has been observed that the land clearance work for the Ring Road 1 project has only been partially completed at the Thai Ha – De La Thanh intersection and the starting point at the Hoang Cau – Hao Nam intersection.

Deep within the small alleys along De La Thanh Road (the area where the project passes through), there are dilapidated houses that have not been renovated for many years and are now in a state of serious disrepair.
