Dong Nai’s Latest Move on Expressway Connecting to Bien Hoa City Center Cutting Through Major Real Estate Projects

The Huong Lo 2 project, stretching nearly 10 km and connecting National Highway 51 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, broke ground in late 2020 with a budget of nearly VND 1,500 billion. However, it remains unfinished to this date.

Huong Lo 2 Project is of particular importance as it traverses several large-scale urban projects in the Long Hung area, such as Long Hung City, Aqua City, Izumi City, Amata Long Thanh City, and KN Bien Hoa New Urban Area.

The project was divided into 2 sections, of which Section 1 from the junction with National Highway 51 to Long Hung urban area is about 2 km long, with a 25m wide road surface, a 3m wide median strip, 8m wide parallel roads on each side, and 2m wide sidewalks. However, after 4 years of construction, the route is still under construction due to many locations that have not been handed over for many years.

On the Huong Lo 2 route, the Vam Cai Sut Bridge, with a total investment of nearly 400 billion VND, has also been completed but has not been put into use due to lack of connecting roads. The bridge, started in 2020, is 650m long and 23m wide, with four lanes.

Section 2 is about 5.7km long, starting from Vam Cai Sut Bridge to Long Thanh Bridge, leading to Ho Chi Minh City – Long Thanh – Dau Giay Expressway. This section is adjacent to Amata Long Thanh City, a 753ha project with a total investment of 309 million USD from Amata Corporation, and KN Bien Hoa New Urban Area, covering an area of about 843ha, sponsored by Long Thanh Golf Investment and Business Joint Stock Company.

Previously, Section 2 was assigned to the two main investors. However, in the process of implementation, they faced many difficulties and obstacles in compensation, site clearance, land use conversion, and some procedures, so it has not yet been implemented.

In the context that Vam Cai Sut Bridge and Section 1 of Huong Lo 2 will be fully completed in 2024, the Department of Planning and Investment of Dong Nai province has proposed to the People’s Committee to convert the project to public investment.

Most recently, the acting Chairman of the Dong Nai Provincial People’s Committee has signed a document to the Department of Planning and Investment on the implementation of the extended Huong Lo 2 road project (Section 2) from Vam Cai Sut Bridge to the junction with Ho Chi Minh City – Long Thanh – Dau Giay Expressway.

The proposal of the Department of Planning and Investment to separate the section of Huong Lo 2 project, from Vam Cai Sut Bridge to the junction with Ho Chi Minh City – Long Thanh – Dau Giay Expressway, from Amata Long Thanh City project and KN Bien Hoa new urban area project has been agreed. The results will be reported to the provincial People’s Committee before May 11.

When completed, Huong Lo 2 will connect the central area of Bien Hoa City with Ho Chi Minh City – Long Thanh – Dau Giay Expressway, providing an additional link between Bien Hoa and Ho Chi Minh City, as National Highway 1 is already overloaded. In addition, the project will also help reduce the traffic on National Highway 51 connecting to Ba Ria – Vung Tau.
