The Chairman of Ho Chi Minh City’s People’s Committee, Phan Van Mai, has just signed a decision on the coordination regulations between departments, agencies, and Thu Duc City People’s Committee and districts – towns in providing information and post-checking regime for social housing (NƠXH) buyers, renters, and renters-purchasers.
These regulations stipulate the principles and methods of coordination between the Department of Construction, the Department of Justice, the Department of Natural Resources and Environment (TN-MT), the City Tax Department, Thu Duc City People’s Committee, and districts – towns. The regulations take effect from April 22, 2024.
Accordingly, the Department of Construction is the presiding unit, responsible for clearly defining the content that needs to be consulted, sending complete dossiers, and stating its opinions. Other agencies are responsible for responding adequately, giving their opinions on the requested contents.
“Opinions are collected in the form of official dispatches. If more than 10 working days have passed since the date of issuing the official dispatch on the City’s Email System, and the agency being consulted does not respond in writing, it shall be deemed as agreeing and being responsible for the related contents” – the regulations clearly state.

According to the regulations, the Department of Construction is responsible for posting information about the NƠXH project. Within 2 working days, from the date of receiving a complete dossier of the prospective buyers from the investor, the Department of Construction must transfer the information to related departments and agencies for coordination and verification.
Within 3 days from the date of receiving the coordination opinions of the departments and agencies, the Department of Construction must give feedback to the investor about the list of approved NƠXH buyers and update this list on the unit’s e-information portal.
In case there are any reflections or denunciations about NƠXH buyers, the Department of Construction must request the Department of Justice, the City Tax Department, and tax departments (outside Ho Chi Minh City) to verify.
The TN-MT Department is responsible for providing information about the house and land ownership of the NƠXH registrants within 10 working days from the date of receiving the request.
Thu Duc City People’s Committee and districts – towns are responsible for confirming or directing the People’s Committee of wards – communes – towns to confirm the buyers, renters, and renters-purchasers of NƠXH according to regulations; send written opinions to the Department of Construction within 10 days.
