Ministry of Industry and Trade adjusts power supply plan for the 2024 hot season

The Ministry of Industry and Trade has just issued Decision No. 924/QĐ-BCT adjusting the plan for electricity supply and operation of the national electricity system in 2024 and the peak months of the dry season (months 4, 5, 6, 7) in 2024.

EVN’s electricity output in the first quarter reached nearly 63 billion kWh

In the first quarter of 2024, the economy showed signs of strong recovery, leading to an increase in demand for electricity. According to statistics from the Electricity of Vietnam Group (EVN), in the first 3 months of 2024, the total commercial electricity output of EVN reached nearly 63 billion kWh, an increase of 11.42% compared to the same period.

In detail: Ho Chi Minh City Power increased by 12.8%, Hanoi City Power increased by 10.64%, Northern Power increased by 9.87%, Southern Power increased by 13.02%, and Central Power increased by 13.11%.

Electricity supply to industrial areas increased in some provinces and cities, such as: Quang Ninh (increased by 44.65%), Tay Ninh (increased by 27.09%), Binh Dinh (increased by 24.28%)… Electricity supply for business services also had a high growth rate in some localities such as: Khanh Hoa (38.87%), Quang Nam (33.11%), Da Nang (28.5%), Kien Giang (23.89%)…

According to the Report on Socio-economic Situation in the first quarter of 2024, announced by the General Statistics Office on March 29, in the first quarter of 2024, international visitors to Vietnam reached more than 4.6 million, an increase of 72% compared to the same period and an increase of 3.2% compared to the same period in 2019 (before the Covid-19 pandemic).

In addition, electricity for consumer management, accounting for 35.18%, also tends to increase with a growth rate of about 14%. The main reason is the hot weather from the beginning of March and it lasted, the highest temperature was 36.45 degrees C, higher than in March 2023 (34.13 degrees C).

Units proactively focus on ensuring electricity supply

In the context of unfavourable hydrological conditions, thermal power sources, especially thermal power in the North, have been highly mobilized to meet the higher-than-expected demand for electricity. Combined with the solution of increasing power transmission from the South and Central regions to the North, the national power system has met the electricity demand for socio-economic development and people’s lives, especially during the Lunar New Year and Tet holidays.

In 2023, the Minister of Industry and Trade issued the Plan for electricity supply and operation of the national electricity system in 2024 and the Plan for electricity supply for the peak months of the dry season (April, May, June, July) in 2024.

However, to keep up with the practical situation, based on the updated report of EVN, on April 19, 2024, the Ministry of Industry and Trade issued a Decision approving the adjustment of the Plan for electricity supply and operation of the national electricity system in 2024 and the Plan for electricity supply for the peak months of the dry season (April, May, June, July) in 2024.

Accordingly, the total electricity output of power plants (at the generator terminals) and the total electricity imported in the whole country in 2024 is adjusted to 310.6 billion kWh, in which, the dry season is nearly 151 billion kWh and the rainy season is nearly 160 billion kWh.

The total electricity output of power plants (at the generator terminals) and the total electricity imported in the whole country during the peak months of the dry season in 2024 for the purpose of reserve operation to ensure electricity supply for the national power system is adjusted to more than 111.4 billion kWh.

The guiding view of the Ministry of Industry and Trade is to require units to develop proactive plans for electricity supply and fuel supply (coal, gas, oil), with reserves to respond to extreme situations that may occur, and to absolutely prevent power outages due to subjective reasons.

In addition to continuing to require the Corporations, General Companies and related units to strictly implement the assigned tasks since the beginning of the year, the Ministry of Industry and Trade has directed the units to focus on implementing solutions to ensure electricity supply for the peak period of the dry season as well as the remaining months in 2024.

Specifically, for EVN, it is necessary to announce and update the Plan for electricity supply for the peak months of the dry season and for the whole year of 2024 to investors of power plants and related units so that they can proactively develop appropriate reserve preparation plans for electricity production. Every month, it is necessary to review and update data, and to calculate and update the Plan for electricity supply and operation of the national electricity system for the remaining months of 2024. In case of large fluctuations in load or electricity source, report to the Ministry of Industry and Trade for appropriate adjustment.

In addition, strengthen the monitoring and supervision of equipment operation at power plants to avoid subjective incidents; enhance the inspection, consolidation of equipment, and overcome deficiencies to ensure high operational reliability and generation capacity of generators, and minimize generator incidents.

For PVN, TKV, Dong Bac General Company: Focus on coordinating with investors of thermal power plants to ensure adequate and continuous fuel supply (coal, gas, oil) with appropriate reserves for electricity production.

The Departments of Industry and Trade of provinces and centrally-run cities strengthen coordination with the General Power Corporations and local power companies to increase propaganda and implementation of the Prime Minister’s Directive on strengthening electricity saving in the period 2023-2025 and following years; organize supervision of electricity saving in localities.
