Will All State-Invested Highways Start Charging Tolls From 1/10?

On April 23, in an interview with PV Tien Phong, the representative of the Vietnam Expressway Corporation - Ministry of Transport, stated that the content is included in the Draft Law on Road Traffic (amended), expected to be passed by the National Assembly during the upcoming 7th session.

According to this source, the National Assembly has previously agreed to the principle of tolling highways invested by the State. The National Assembly’s Resolutions have requested the Government to develop regulations on fees for using expressways.

“The fee level will be carefully calculated to ensure that it is appropriate for each route, because if it is too high, vehicles will not use the expressway, causing congestion on the parallel national highway,” he said.

The leader of the Vietnam Road Administration confirmed that if there are no changes, in 2024, all expressways invested by the State will be tolled.

The toll will meet three principles: it will correspond to the benefits and affordability of users; and after compensating for organizational costs, there must be a surplus to balance the state budget; it will be calculated for each specific section and route to suit the exploitation conditions and socio-economic conditions of each region.

All expressways invested by the State will be tolled from 1/10th onwards.

Prior to drafting the Law on Roads , the Ministry of Transport (MoT) had repeatedly proposed tolling a number of expressways invested by the State such as the expressways: HCMC – Trung Luong; Cao Bo – Mai Son, Mai Son – National Highway 45, National Highway 45 – Nghi Son, Nghi Son – Dien Chau, Cam Lo – La Son, Vinh Hao – Phan Thiet, Phan Thiet – Dau Giay, My Thuan 2 Bridge.

According to the previous proposal by the ministry, during the 2021-2023 period, the average North-South Expressway toll will be VND 1,500/km; every two years it will increase by VND 200 until the 2030-2032 period; then it will increase by VND 300 every two years to VND 2,400 during the 2033-2035 period.

The MoT believes that tolling expressways invested by the State will help increase the state budget through the mobilization of resources from expressway users; contribute to creating a source of funds for investing in the development of the road system. This money will also be used to manage and maintain expressways and will be a resource for implementing the transport infrastructure development policy.
