On April 29, Prime Minister Pham Minh Chinh led a delegation to inspect the construction progress of the Van Phong – Nha Trang expressway and the Khanh Hoa – Buon Ma Thuot expressway.

According to the report of Project Management Unit 7 (Ministry of Transport), the site clearance for the Van Phong – Nha Trang expressway project has basically met the requirements, with 83.03km/83.35km (99.7%) handed over, leaving about 0.32km of the main route due to a section of the roadbed slope being partially obstructed.
The difficulty of this project is the relocation of technical infrastructure, with only 82/164 locations relocated to date, leaving 82 locations yet to be relocated. The Khanh Hoa Provincial People’s Committee has directed the completion of essential infrastructure relocation by April 30 and high-voltage power lines by May 30. However, these milestones have not been met, especially since the imported materials for the high-voltage power line are not expected to arrive at the construction site until July 2024.
The Van Phong – Nha Trang expressway is more than 83 km long, passing through 4 districts and townships: Van Ninh, Ninh Hoa, Dien Khanh, and Khanh Vinh in Khanh Hoa province. The project has a total investment of VND 11,808 billion; construction began in January 2023, and is expected to be completed in accordance with the contract in December 2025.
According to Mr. Le Quoc Dung – Acting Director of Project Management Unit 7, the contractors have mobilized 42 construction teams (24 road construction teams, 18 bridge construction teams) with 1,020 pieces of equipment and 1,877 personnel working simultaneously along the entire route. To date, the output has reached VND 3,451/7,138 billion (50% of the contract value). The project’s output to date exceeds the contract plan by about 5%.
Speaking at the inspection, Deputy Minister of Transport Nguyen Duy Lam said that the industry is making efforts to speed up the construction progress in order to shorten the project timeline. The Ministry of Transport has proposed that the Prime Minister request the Khanh Hoa Provincial People’s Committee and the Ministry of Industry and Trade to direct the localities to complete the relocation of technical infrastructure and the remaining land clearance according to the committed milestones in order to hand over the remaining 0.32 km; and that the Vietnam Electricity Group complete the relocation of the remaining essential works by May 15 and the high-voltage power lines by June 30.
The Ministry of Transport and the units implementing the Van Phong – Nha Trang expressway project will review the progress, focus on resolving critical paths, and make efforts to increase the construction volume, aiming to complete the project by April 30, 2025, as directed by the Prime Minister.

After inspecting the Van Phong – Nha Trang Expressway firsthand, Prime Minister Pham Minh Chinh commended the determination and efforts of the local authorities, investors, and contractors in clearing the way for the project and bringing the project’s progress ahead of schedule. The Prime Minister requested that the investors and construction units continue construction with the spirit of “overcoming sun and rain”, “working in 3 shifts, 4 teams”, and working through the holidays…
Regarding the obstacles in land clearance, the Prime Minister requested that the local authorities and EVN urgently handle and resolve them definitively; and noted that EVN should transfer equipment from other projects to relocate the power lines for this project, and not wait for equipment.

Request to Exceed the Timeframe by 6 Months
Prime Minister Pham Minh Chinh then inspected component project 1 of the Khanh Hoa – Buon Ma Thuot Expressway Project. Phase 1 of this project is 117.5 km long, passing through 2 provinces: Khanh Hoa (about 32.7 km) and Dak Lak province (about 84.8 km) with a scale of 4 lanes, divided into 3 component projects, corresponding to 3 sections.
Component 1 is managed by the Khanh Hoa Provincial People’s Committee, with a total investment of VND 5,333 billion; project 2 is managed by the Ministry of Transport (VND 10,436 billion), and project 3 is managed by the Dak Lak Provincial People’s Committee (VND 6,165 billion).
Component 1 of the Khanh Hoa – Buon Ma Thuot expressway is 32 km long, with a total land clearance area of 228.17 ha. To date, the land clearance has only reached 74% due to obstacles in the section that requires conversion of forest use purpose at the end of the route from km28+700 to km31+500 (2.8 km) and the sections passing through residential areas that require resettlement, and the sections that require relocation of infrastructure.
According to the planned progress, the project is expected to basically complete some sections with high traffic volume in 2025, basically complete the entire route in 2026, and complete and put the entire project into operation in 2027.

During the construction process, Khanh Hoa province identified an anomaly at the intersection of the Khanh Hoa – Buon Ma Thuot expressway and National Highway 26.
According to Mr. Pham Van Hoa – Deputy Director of the Project Management Unit for Construction Investment of Transport Works in Khanh Hoa province, the closest point of the Ninh Xuan Industrial Park is only about 1.8 km from the Khanh Hoa – Buon Ma Thuot expressway. Once the Ninh Xuan Industrial Park is established, it will attract more than 500 projects, leading to an increase in road traffic.
