Accordingly, the total state budget plan capital for 2024 allocated to key national construction projects and priority projects for the transportation sector is VND 125.608.2 billion, accounting for 19.1% of the total state budget plan capital assigned to ministries, central agencies and localities by the Prime Minister. However, by March 31, the projects had only disbursed VND 14.030.88 billion, reaching 11.2% of the assigned capital plan, lower than the general disbursement rate of the whole country (12.16%), in which the disbursement rate of the local state budget plan capital reached only 6.2% of the 2024 plan.
The Ministry of Finance also stated that there are still a number of projects that have not disbursed the capital plan for 2024 that has been allocated or have a very low disbursement rate (below 0.1% of the plan). Besides, there are a number of projects that have not been assigned the plan for 2024 from the local state budget or have only been assigned a very low plan for the local state budget capital source, such as Component 2 of the Khanh Hoa – Buon Ma Thuot Expressway Project, Phase 1 not yet assigned the plan for 2024; Component 1.1 of the Hanoi Capital Region Ring Road 4 Project has VND 1,506 billion of medium-term plan 2021-2025 not yet assigned; Component 2.1 of the Hanoi Capital Region Ring Road 4 Project has VND 2,957 billion of medium-term plan 2021-2025 not yet assigned…
Previously, on March 30, the Prime Minister issued a Decision on allocating the budget and central state capital investment plan for 2024 from the source of increased revenue, cuts, and savings of central state budget expenditure in 2021 to the Ministry of Transport and 08 localities to implement 3 key national highway projects according to the Resolutions of the National Assembly. But by April 23, only the Ministry of Transport and 4 localities, namely Khanh Hoa, Dak Lak, Can Tho, and Hau Giang, have allocated detailed central state budget plans for 2024 to the component projects under their management, with a total allocated capital of VND 4,021 billion; 4 localities, namely An Giang, Soc Trang, Dong Nai, Ba Ria – Vung Tau have not yet allocated the plan for 2024 with a total unplanned capital of VND 2,439 billion.
To promote the disbursement of the state budget capital investment plan for 2024 for key national construction projects and priority projects in the transportation sector, the Ministry of Finance requests that the Ministry of Transport and localities urgently allocate the local state budget plan capital for 2024 to the projects to ensure that the projects meet the capital demand for implementation according to the progress approved by the competent authority.
At the same time, promptly allocate the central state budget plan capital for 2024 from the source of increased central state budget revenue in 2021; strictly and resolutely implement the solutions to promote the disbursement of public investment capital as prescribed by the Government.
