Establishment of a Working Group to assist the Steering Committee in directing the progress of urban railway projects in Hanoi and Ho Chi Minh City

Accordingly, the Head of the Working Group is comrade Tran Hong Ha, Member of the Central Committee of the Party, Deputy Prime Minister of the Government. The Deputy Heads of the Working Group are comrades: Comrade Nguyen Van Thang, Member of the Central Committee of the Party, Minister of Transport; comrade Nguyen Thanh Nghi, Member of the Central Committee of the Party, Minister of Construction; comrade Tran Sy Thanh, Member of the Central Committee of the Party, Chairman of the Hanoi People’s Committee; comrade Phan Van Mai, Member of the Central Committee of the Party, Chairman of the Ho Chi Minh City People’s Committee.

The members include: Comrade Senior General Luong Tam Quang, Member of the Central Committee of the Party, Deputy Minister of Public Security; comrade Nguyen Sy Hiep, Deputy Head of the Government Office; comrade Tran Quy Kien, Deputy Minister of Natural Resources and Environment; comrade Bui Xuan Dung, Deputy Minister of Construction; comrade Do Thanh Trung, Deputy Minister of Planning and Investment; comrade Vo Thanh Hung, Deputy Minister of Finance; comrade Nguyen Khanh Ngoc, Deputy Minister of Justice; comrade Nguyen Minh Hang, Deputy Minister of Foreign Affairs; comrade Nguyen Danh Huy, Deputy Minister of Transport.

The Decision clearly states that based on the requirements of the tasks during the operation, the Head of the Steering Committee decides to change, supplement members of the Working Group. The Working Group will be dissolved after the Project is completed and put into operation or as directed by the Prime Minister. The members of the Working Group operate on a part-time basis.

Depending on the requirements and content of the work, the Head of the Working Group invites the leaders of relevant agencies and localities to participate in the meetings of the Working Group.

Functions, tasks and powers of the Working Group

The Working Group performs the function of assisting the Prime Minister in directing, urging, reviewing relevant ministries, sectors, and agencies in resolving important and inter-sectoral issues, handling difficulties and obstacles, timely removing mechanisms to ensure the progress of urban railway projects implemented in Hanoi and Ho Chi Minh City.

The Working Group assists the Prime Minister in coordinating and directing the implementation of the Hanoi and Ho Chi Minh City urban railway projects to ensure progress.

In addition, the Working Group regularly monitors and inspects the implementation of the Projects, proactively and timely supports the Hanoi People’s Committee, Ho Chi Minh City People’s Committee and related units to implement the Project to ensure progress as directed by the Prime Minister.

Monthly, the Working Group will evaluate the implementation results, timely detect existing problems and difficulties, resolve or report to the Prime Minister for consideration and resolution in accordance with his/her competence.

The Working Group studies and proposes solutions, resolves difficulties and obstacles in policies to implement investment in the Projects proposed by the units, submits to the competent authorities for consideration and decision; organizes surveys, studies to learn from the experience of some countries with modern urban railways and invites experienced domestic and international experts.

Ministry of Transport is the Standing Body of the Working Group; using its apparatus to carry out the task of assisting the Working Group; building a plan, working program, summarizing the content of the report and the draft conclusion for the Working Group’s meetings.

Working regime, financial resources and reporting regime of the Working Group

The Decision clearly states that the Deputy Prime Minister – Head of the Working Group when signing the written instructions will use the seal of the Prime Minister; the Deputy Heads of the Working Group and the members of the Working Group when signing documents to perform the task of members of the Working Group will be used the seal of the ministry, sector, and locality.

All members of the Working Group shall work in a regime that emphasizes personal responsibility and sets an example.

The operating costs of the Working Group are guaranteed by the State budget and are arranged in the regular budget of the Ministry of Transport, in accordance with the provisions of the State Budget Law and regulations of law on state budget management.

Hanoi City People’s Committee and Ho Chi Minh City People’s Committee are responsible for reporting on the implementation of the projects to the Standing Body of the Working Group for regular monthly synthesis, and spontaneously at the request of the Working Group Committee.

The Standing Body of the Working Group is responsible for synthesizing, reporting to the Working Group on the implementation status of the projects monthly, and spontaneously as requested by the Working Group Committee.

The Working Group is responsible for reporting to the Prime Minister on the Working Group’s activities monthly, and spontaneously as requested by the Prime Minister.
