On May 19, the Vietnam Airports Corporation (ACV) held a groundbreaking ceremony for Package 12, which involves the construction, supply, and installation of equipment for the expansion of the T2 International Terminal at Noi Bai International Airport. This package is the main and most important contract of the T2 Terminal Expansion Project.
The total investment for the project is VND 4,996 billion, of which the main construction package is valued at VND 4,600 billion and is entirely funded by ACV’s capital sources.
The project will be built on an area of over 412,000 square meters (including the existing and expanded areas), aiming to increase the total floor area of the terminal to 200,100 square meters and raise its capacity from 10 million passengers per year to 15 million.
The upgrade will include an increase from 2 check-in islands to 6, 2 baggage carousels to 8, 24 traditional check-in counters to a total of 120, and 15 existing jet bridges to 29.
According to the contract, the package should be completed within 660 days (by February 2026). However, ACV is committed to concentrating all its resources to ensure the safe and quality execution of the project and aims to complete it ahead of schedule to meet the deadline for the inauguration and operation of the terminal in time for the 14th National Party Congress.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized the urgency of expanding the T2 Terminal to address the current congestion at Noi Bai International Airport, stating that there must be no delay.
“At present, ACV is also implementing the construction of Long Thanh International Airport and the T3 Terminal at Tan Son Nhat International Airport. However, ACV has focused on mobilizing legal capital sources (with a total investment of nearly VND 5,000 billion) to implement the expansion project of Noi Bai T2 Terminal. They have made great efforts to complete the technical design and construction bidding processes on time and have met the conditions for groundbreaking in accordance with the law,”
the Prime Minister remarked.
Prime Minister Pham Minh Chinh requested that the project be completed by December 31, 2025, at the latest.
He further emphasized the need to draw on the valuable lessons learned from other projects, foster a spirit of “taking action without hesitation,” and embrace a determination to “overcome challenges, work tirelessly, seize every moment, and work across holidays.”
The Prime Minister instructed ACV to direct the consulting supervisor and contractors to achieve the set goals of the project, ensuring timely and quality construction, effective utilization of approved capital, compliance with current construction regulations, and environmental protection.
According to the Master Plan for the Development of the National Airport and Airfield System for the period of 2021-2030, with a vision towards 2050, Noi Bai International Airport is expected to have a capacity of 60 million passengers per year by 2030 and 100 million by 2050. The plan also includes the research and investment in a second airport in the capital region.
