Dinh Chi Minh, the older brother of Dinh Truong Chinh (former Chairman of HDTC), took on the role of Chairman and Legal Representative of HDTC following Chinh’s arrest in 2023. The 50-year-old Chinh now faces additional charges of embezzlement, in addition to the abuse of power charges brought against him in December 2023.

The investigation has led to the supplementary prosecution of Dinh Truong Chinh for embezzlement. In October 2023, Chinh, along with Phan Quang Tong (former HDTC CEO) and Ly Kim Van (former HDTC Chief Accountant), was arrested and charged with “violating regulations on the management and use of state assets, causing waste and loss.”

During the expanded investigation, several individuals connected to the case filed complaints against Dinh Truong Chinh, alleging misconduct during his tenure at HDTC. Numerous customers who had purchased land in the An Phu – An Khanh urban project in Thu Duc City, developed by HDTC, also came forward with accusations of deceit and breach of contract, alleging that Chinh and his associates had failed to deliver the promised land plots after receiving payments.

Investigations revealed that HDTC, having received payments from customers for land plots in the An Phu – An Khanh project, was obligated to hand over the land to the customers as agreed upon. However, Dinh Truong Chinh fabricated reasons to unilaterally terminate the contracts and refused to transfer the land plots to the rightful owners. Through this scheme, Chinh illegally acquired and resold the land plots to other individuals for hundreds of billions of dong.

The authorities are currently investigating the remaining complaints against Dinh Truong Chinh, which include allegations of misconduct related to the “violation of regulations on the management and use of state assets, causing waste and loss” and “abuse of power” cases. They are also probing allegations of extortion, fraud, and other offenses, identifying the roles and positions of those involved, to ensure comprehensive and just handling in accordance with the law. The primary goal is to protect the rights and interests of the people and recover the state’s assets lost due to these crimes.
