The Capital’s Delayed Project: A 16-Year Saga Unveiled

The Minh Duc Residential Area project, spanning over 17 hectares in Me Linh District, Hanoi, has received a much-needed facelift with a recent detailed planning adjustment. This development, initially approved for investment back in 2008, now promises to offer a refreshed and enhanced living experience to its residents.

The Hanoi People’s Committee has issued Decision No. 3420 on approving adjustments to the detailed planning at a scale of 1/500 for the Minh Duc Residential Area in the CT land plot (regarding the organization of architectural and landscape space).

Accordingly, the CT land plot is part of the adjusted master plan for the 1/500 detailed planning of the Minh Duc Residential Area, located in Tien Phong commune, Me Linh district, with a land area of approximately 11,604.3 sq. m.

Specifically, the architectural planning indicators as per the adjustments to the 1/500 detailed planning of the Minh Duc Residential Area, approved by the City People’s Committee, remain unchanged: land area, construction area, construction density, building height, total floor area of residential buildings, total floor area of construction works, and population.

The adjustments include rearranging the position and shape of the three 14-story buildings along the eastern and northern boundaries of the CT land plot, specifying the boundaries for the construction of one basement floor, and designating parking spaces on the ground level. Greenery and gardens are centralized within the residential complex, and internal traffic (both underground and aboveground) is designed for convenient access and fire protection.

The City People’s Committee assigns the Department of Planning and Architecture to inspect and confirm that the adjusted detailed planning drawings comply with the City People’s Committee’s approval decision, and to archive the planning documents as stipulated.

The People’s Committee of Me Linh district, in coordination with the Department of Planning and Architecture and the Minh Duc Tourism Trading Investment Joint Stock Company, shall publicly announce the approved planning to organizations, agencies, and the people and implement it.

The Hanoi People’s Committee also assigns the Chairman of the Me Linh District People’s Committee and the Inspectorate of the Department of Construction to guide and inspect the construction in accordance with the planning, and to handle any violations of the planning within their competence and in accordance with the law.

The Minh Duc Residential Area project in Tien Phong commune, Me Linh district, Hanoi, was approved for investment by the People’s Committee of Vinh Phuc province under Decision No. 2510/QD-UBND dated July 18, 2008, when Me Linh was still under the administration of Vinh Phuc province.

On February 24, 2020, the Hanoi People’s Committee issued Decision No. 858/QD-UBND approving adjustments to the investment policy for the project.
