Hanoi’s Update on the Delayed 1.000 billion VND Hospital Project

To address the challenges faced by investors, the Hanoi People's Committee has instructed the Long Bien People's Committee and the Department of Natural Resources and Environment to resolve any obstacles that arise during the implementation of the Thang Long 1,000-Year Oncology and Plastic Surgery Hospital project.

Regarding the delayed progress of the 1,000 billion VND Tumor Hospital Project in Hanoi, which was reported by Tien Phong Newspaper, the Hanoi Department of Planning and Investment has provided specific information.

According to the Hanoi Department of Planning and Investment, the Tumor Hospital and Cosmetic Surgery Specializing Project (Lot C2-2/CCK02, Bo De Ward, Long Bien District, Hanoi) was granted an Investment Certificate by the City People’s Committee with the number 01121001682 on February 18, 2014. Subsequently, the project adjusted the investment orientation in accordance with Decision No. 3183/QD-UBND dated September 5, 2022, appointing Hanoi Thousand-Year Joint Stock Company to implement the project with the following progress: “Complete land procedures in Q2/2023, and complete and put into operation in Q3/2025”.

Based on the regulations of the law, the Department of Planning and Investment has issued document no. 4500/KHDT-KGVX dated August 31, 2023, requesting the Hanoi Thousand-Year Joint Stock Company to fully implement the investment monitoring report as required. At the same time, contact the Inspectorate under the Department to inspect and handle the compliance with investment regulations.

Based on the proposal of the Hanoi Thousand-Year Joint Stock Company, the Hanoi City People’s Committee organized a meeting and issued Announcement no. 611/TB-VP dated December 29, 2023, directing the Long Bien District People’s Committee and the Department of Natural Resources and Environment to resolve difficulties during the project implementation of the Investor.

As previously reported by Tien Phong Newspaper, the Thousand-Year Tumor Hospital and Cosmetic Surgery Project was granted an investment certificate in 2014. The hospital has an investment scale of 150 beds, with an expected land area of 11,364 m2. The total estimated investment capital is about 992.65 billion VND, of which the investor’s equity is 202.65 billion VND, and the rest is borrowed capital from credit institutions.

Regarding the progress, the project is scheduled to complete land procedures in Q2/2023. Complete and put the facility into operation in Q3/2025.

According to the investor’s documents and reports, up to now, the project has completed compensation and site clearance work, as well as environmental procedures for the project. Currently, the project has not been allocated land/leased land and has not been implemented (ongoing feasibility study report appraisal at the Department of Construction).

Due to the delayed implementation of the project, during a meeting with voters, the voters proposed that the city should take measures to expedite the project or withdraw the project to avoid waste.

After Tien Phong Newspaper’s report, the Hanoi City People’s Committee issued document no. 4312/UBND-TCĐT dated December 21, 2023, requesting the Department of Planning and Investment to provide a written response to the press agency in accordance with the regulations.
