A Day in the Life of Vietnam’s Prime Minister: Officiating Groundbreaking Ceremonies and Inspecting Key Projects in Hung Yen Province

On Tuesday, July 7th, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Tan Phuc-Vong Phan road during his working visit to Hung Yen province. The event marked the commencement of a pivotal project for the region, as this road will serve as the third "backbone" route in the provincial transportation network. Following the ceremony, the Prime Minister also paid a visit to the Thang Long II Industrial Park, underscoring the significance of industrial development in the area.

Also attending the event were Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Director General of the Voice of Vietnam Radio Station Do Tien Sy, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia, and leaders of ministries, sectors, and localities.

Inauguration of the third “backbone road” of Hung Yen

The Prime Minister attended the groundbreaking ceremony and encouraged and presented gifts to the team of officials, engineers, and workers constructing the Tan Phuc-Vong Phan road.

The 29.2-km-long road has a total investment of VND 2,986.8 billion from the local budget. This is a key project of Hung Yen province, celebrating the 20th Congress of the Provincial Party Committee.

The Tan Phuc-Vong Phan road will cut through the road connecting Hanoi Capital’s Ring Road 5 in Thai Binh province with National Highway 38B and the Hanoi-Haiphong expressway, intersecting with National Highway 38, the bypass of National Highway 38B, and connecting to Provincial Road 378.

The road passes through 14 communes of three districts, namely An Thi, Tien Lu, and Phu Cu, and is considered the third “backbone” of the province after National Highway 39 and the road connecting the two expressways of Hanoi-Haiphong and Cau Gie-Ninh Binh. The project is expected to be completed in 720 days.

To implement the project, Hung Yen province had to clear land with a total area of 175 hectares. Currently, land clearance has reached over 89%, ensuring sufficient conditions for construction units to continue working on the project.

Speaking at the event, the Prime Minister expressed his delight at attending the groundbreaking ceremony for the road, which is of great importance and highly effective and feasible for “breaking the monopoly” of the three most difficult districts of Hung Yen: An Thi, Tien Lu, and Phu Cu.

The Prime Minister believes that with this road, the three districts will be “late but early,” promoting the potential and advantages of the locality, opening up industrial parks, service areas, and urban areas, increasing the added value of land, connecting inter-provincial and inter-regional economies, contributing to the formation of a modern transport system in the Red River Delta, and promoting the rapid and sustainable development of Hung Yen and the region.

The Prime Minister requested Hung Yen province to continue focusing on completing land clearance and doing well in resettlement; after the land is cleared, the contractor should focus on construction with “3 shifts and 4 groups,” “overcoming the sun and rain,” “eating hastily and sleeping urgently,” “working through holidays,” taking advantage of the favorable conditions of the flat terrain, overcoming difficulties related to materials, and striving to complete the project by September 2025, ensuring quality, technical and artistic standards, safety, and environmental protection, and preventing corruption and negativity.

The provincial leaders, Party committees, and authorities need to regularly inspect, urge, and encourage officials and workers to implement key projects, including this road; immediately remove difficulties and obstacles. The Project Management Board should promote a sense of responsibility, ensure the best construction conditions for the contractor, take care of the living conditions of workers, and pay attention to the material and spiritual life of the people who have given up their land for the project, striving to make their lives at least equal to or better than their previous living conditions.

The Prime Minister emphasized the need for sustainable and harmonious development, environmental protection; consider not building hard fences next to the roads but instead, build soft fences such as canals, ditches, and lakes, and arrange green trees to create a green, clean, and beautiful landscape.

The Prime Minister suggested that Hung Yen province maintain its momentum and promote its development spirit, with Party committees, authorities, and people striving to fulfill socio-economic development tasks, especially in developing and connecting transport infrastructure, making the next project more beautiful and better than the previous one, achieving better results year after year and term after term, contributing to building a strong and prosperous country and bringing happiness to the people.

Prime Minister visits Thang Long II Industrial Park

The project for investment in construction and business of infrastructure of Thang Long II Industrial Park is invested by Thang Long II Industrial Park Joint Stock Company, located in Yen My district and My Hao town, Hung Yen province.

Appreciating the well-invested, green, and sustainable development-oriented project, the Prime Minister visited the Nippon Mektron Factory of Mektec Manufacturing Vietnam Co., Ltd., with a total investment of US$300 million, producing printed circuit boards for electronic devices.

The Thang Long II Industrial Park project has a total area of 525.7 hectares, of which phase 1 and 2 cover 345.2 hectares, and phase 3 covers 180.5 hectares. The total investment capital is US$236 million, including US$138 million for phase 1 and 2, and US$98 million for phase 3.

Up to now, the synchronous infrastructure of the industrial park in phase 1 and phase 2 has been completed. In the first six months of 2024, the infrastructure of Thang Long II Industrial Park phase 3 was constructed on an additional area of about 74 hectares. Cumulatively, the industrial park has built infrastructure on about 422.1 hectares (80%). The industrial park has also built and put into operation a concentrated wastewater treatment plant with a capacity of 15,000 m3/day night.

Regarding investment attraction, the industrial park has received 109 projects (1 DDI project and 108 FDI projects) with a total registered investment capital of about VND 728 billion and US$3,502 million. The total leased land area is 301 hectares (75% occupancy rate); it is expected to be fully occupied in 2025.
