On July 7th, the People’s Committee of Binh Duong province announced that they have formulated a draft resolution to be presented to the provincial People’s Council. The resolution concerns a project proposal for land fund exploitation to generate revenue for socio-economic development during the period of 2024-2025, with a vision towards 2030.
The proposal outlines a plan to establish a land fund from five sources, including land retrieved and handed over to the land fund development organization; land used for offices and operations of government agencies and public non-business units; locally-managed public land; land from equitized state-owned enterprises, and land belonging to individuals or organizations that is expected to be retrieved according to the land use and urban development plans.
The total land fund comprises 117 areas, covering a vast expanse of 22,202 hectares. The province intends to auction off 42 land plots, measuring a total of 442.3 hectares. Specifically, in 2024, Binh Duong plans to auction 11 land plots spanning 12.3 hectares, while in 2025, they will auction 20 plots covering 377.8 hectares. For the period between 2026 and 2030, the locality aims to auction an additional 11 plots, totaling 52.2 hectares.

Additionally, Binh Duong plans to conduct 75 auctions to select investors for new urban areas (combining TOD points) and urban development areas, spanning a total of 21,760 hectares. The People’s Committees at the district level, in coordination with the Department of Planning and Investment, will handle the procedures and organize the auctions for four areas totaling 1,764.5 hectares in 2024, 18 areas totaling 2,702.8 hectares in 2025, and 53 areas totaling 17,292.5 hectares in the 2026-2030 period.
Approval of Urban Development Area Along Ho Chi Minh City’s Ring Road 4
The People’s Committee of Binh Duong province has issued Decision No. 1959 on approving the urban development area along Ring Road 4, which is part of the Ho Chi Minh City Ring Road 4 project currently under implementation.
The urban development area along Ring Road 4, located in Zone 1, covers approximately 2,702 hectares and includes parts of An Tay and An Dien wards, as well as Phu An commune in Ben Cat city.
Its boundaries are as follows: to the north, it borders Thanh Tuyen commune in Dau Tieng district; to the south and west, it is bordered by the Saigon River and Cu Chi district of Ho Chi Minh City; and to the east, it is bordered by DH.609, DT.744, DT.748 roads, and Thi Tinh River (Thoi Hoa ward, Ben Cat city).

The primary character and function of this urban development area are as a logistics and service-oriented port city, serving as a vital transportation hub for the province, and a gateway to Ho Chi Minh City via the Ring Road 4 route.
The proposed investment sources for urban development include state budget funds, socialization funds, and bond funds. The People’s Committee of Binh Duong province has assigned the People’s Committee of Ben Cat city to act as the management unit for this urban development area.
