Prime Minister Attends Opening Ceremony of the Road Linking Two Major Northern Expressways

Attending the inauguration of the road connecting the Hanoi-Hai Phong expressway and the Cau Gie-Ninh Binh expressway, the Prime Minister agreed to the direction and requested efforts to complete the upgrade of this connecting road to an expressway by the end of 2025.

On the morning of July 7, as part of his working program in Hung Yen Province, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the road connecting the Ha Noi-Hai Phong Expressway and the Cau Gie-Ninh Binh Expressway in Hung Yen Province (phase 2).

The event was also graced by Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Director-General of the Voice of Vietnam Radio Station Do Tien Sy, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia, and leaders of ministries, sectors, and localities.

The project, with a total length of nearly 24 kilometers, aims to enhance the exploitation of the two expressways and reduce traffic pressure on Hanoi’s capital city. The project plays a crucial role in the core economic region of the Northern Key Economic Region and acts as a driving force for the development of the Red River Delta, the Hanoi Capital Region, and Hung Yen Province, as well as the provinces of Ha Nam and Thai Binh.

The project, mostly located in Hung Yen Province, was invested in by the Ministry of Transport, which then assigned the province as the investor and Xuan Truong Construction Company as the contractor.

The section passing through Hung Yen Province has a total investment of over VND 1,700 billion from the central budget, divided into two phases, with a scale of four lanes and a designed speed of 80 km/h. As of now, the project has been completed and put into use.

Additionally, the section passing through Hung Yen Province is being invested in and expanded by the province, with a total investment of approximately VND 1,400 billion from the local budget. The road’s technical inauguration also took place on this occasion.

The road shortens the travel time between the Phap Van-Cau Gie Expressway and the Ha Noi-Hai Phong Expressway by 30 minutes compared to using Yen Len Bridge and National Highway 39.

According to the plan, the road will be upgraded to an expressway after 2030.

In his speech at the inauguration ceremony, Prime Minister Pham Minh Chinh mentioned that Hung Yen Province has many locations that are “closer to Hanoi than Hanoi itself,” indicating great potential for development. However, the key to unlocking this potential lies in establishing road connections. The Prime Minister has, on numerous occasions, shared with the provincial leaders across different tenures about the necessity of investing in a connecting road between the Ha Noi-Hai Phong Expressway and the Phap Van-Cau Gie Expressway, as well as a road through Van Giang. He firmly believes that with these roads, Hung Yen will undoubtedly thrive.

These roads will contribute to the implementation of the three strategic breakthroughs, elevating the province’s innovative thinking and strategic vision in transportation development, regional connectivity, and national integration. They will also open up new spaces for growth, increase land value, facilitate the establishment of new industrial, urban, and service areas, reduce logistics costs, enhance the competitiveness of goods, and ultimately contribute to the province’s and region’s sustainable and long-term development.

The Prime Minister emphasized that Hung Yen Province enjoys a favorable geographical location and natural conditions. To achieve rapid development, it is of utmost importance to focus on regional and national transportation connectivity, as well as international links. The experiences of many countries have shown that the fastest development phase is often associated with significant infrastructure investments, particularly in transportation.

The Prime Minister applauded the fact that Hung Yen Province completed phase 2 of the project eight months ahead of schedule, primarily due to swift land clearance. He attributed this success to the cooperation of the people, who willingly gave up their residential and business spaces, and the collective efforts of the entire political system, including the government, Party committees, the Fatherland Front, and socio-political organizations, under the leadership of the Party Committee.

He also expressed his gratitude to the relevant entities for their contributions to the project’s completion, which has unlocked new development opportunities for Hung Yen Province and positively impacted the entire region.

Looking ahead, the Prime Minister requested that the authorities efficiently handle the procedures for settlement and maintenance. He emphasized the importance of exploiting the new development space created by the project, such as developing industrial parks and service areas. Well-planned projects will attract good investors, leading to positive outcomes. The province and relevant agencies should also draw lessons from this project and replicate its successes in other endeavors.

Regarding the proposal made by the province and the contractor, the Prime Minister agreed in principle to soon upgrade this connecting road into an expressway. He instructed the ministries, sectors, and Hung Yen Province to coordinate and expedite the necessary procedures, select reputable investors and contractors, and strive for completion by the end of 2025.
