Minister of Planning and Investment, Nguyen Chi Dung, embarked on a working visit to the US from June 22-26, co-chairing the inaugural Vietnam-US Economic Dialogue and engaging in a series of meetings with US officials, business leaders, and experts.
One notable encounter was with Dr. Richard Lawton Thurston, a former senior vice president of TSMC, one of the leading semiconductor companies in Taiwan. Dr. Thurston is a renowned non-engineer semiconductor expert who has lent his expertise to numerous companies and governments worldwide in establishing technology zones. Minister Nguyen Chi Dung emphasized the enhanced comprehensive strategic partnership between Vietnam and the US, highlighting active diplomatic engagements and cooperation across various sectors, including science, technology, and innovation.
According to the minister, the US has agreed to support Vietnam in two key areas: training and capacity-building in the semiconductor sector and assisting in integrating into the global value chain. Vietnam aims to prioritize these fields in its efforts to cultivate a high-quality workforce and bolster long-term research and development capabilities.
Dr. Thurston concurred, acknowledging Vietnam’s significant opportunities in the semiconductor and AI sectors, particularly given its abundant and well-trained young workforce. He advised that AI technology demands a range of supporting technologies, such as sensors, memory, data collection, and processing, and recommended that Vietnam focus on developing one of these stages as a strategic priority.
Minister Dung shared details about the Ministry of Planning and Investment’s (MPI) submission to the Prime Minister, the “Human Resource Development in the Semiconductor Industry by 2030, with a Vision to 2045” project. This project emphasizes intensive training for 1,300 lecturers and 50,000 engineers in the semiconductor industry and the establishment of national-level shared semiconductor laboratories. The minister highlighted the three key advantages currently driving the development of Vietnam’s semiconductor industry.
The minister sought Dr. Thurston’s insights and recommendations on the development of the semiconductor industry, with a particular focus on human resource development, investment promotion, and resource mobilization for Vietnam’s semiconductor sector. He also requested Dr. Thurston’s encouragement for TSMC to invest in Vietnam and invited him to serve as an advisor to the country in this crucial industry.
Dr. Thurston pledged to consider Minister Nguyen Chi Dung’s proposals and graciously accepted the invitation to advise Vietnam on formulating a plan and roadmap for the development of its semiconductor industry.
In another significant meeting, Minister Nguyen Chi Dung affirmed the Vietnamese government’s support for Microsoft Corporation’s business investments in Vietnam during his engagement with Ms. Kathryn Neal, Director of International Policy at Microsoft. He suggested that Microsoft send a delegation of senior leaders to Vietnam to explore investment opportunities in research and development centers and to initiate cooperation programs for training, incubation, and AI application research.
Ms. Kathryn informed the minister and his delegation about Microsoft’s ongoing and upcoming activities in Vietnam, showcasing the company’s commitment to the country.
During his stay in the US, Minister Nguyen Chi Dung also held a working meeting with the leaders of Super Micro Computer, Inc., a global leader in server components for data centers, cloud infrastructure, artificial intelligence, and 5G, with a market capitalization of up to $51 billion. He proposed collaboration between Supermicro and the Vietnamese government and enterprises in the areas of data centers, cloud infrastructure, AI, and 5G, highlighting Vietnam’s significant demand in these sectors.
The minister suggested that Supermicro establish a research and development center in Vietnam and open representative offices and R&D centers at the Vietnam National Innovation Center (NIC) to enhance business activities and research cooperation while introducing new technologies. The Chairman and Founders of Super Micro Computer expressed their interest in Vietnam’s potential and business investment opportunities and committed to exploring investment possibilities in the near future.
