The Hoaphat-Invested Area: A $5 Billion Vision for a Thriving Port and Economic Zone, Aiming to Attract 20,000 Workers

The Hoa Phat Group has unveiled plans to invest in three significant projects, totaling over VND 120,000 billion (approximately $5 billion). These projects are strategically located in the areas of Hoa Tam and Bai Goc, in the Dong Hoa district of Phu Yen province. This region boasts a substantial expanse of vacant land, conveniently positioned within a 20-kilometer radius of both sea ports and airports.

The Hoa Phat Group has proposed to invest in three projects in the Nam Phu Yen Economic Zone, including the Bai Goc Port project, the Hoa Phat Integrated Steel Complex in Hoa Tam Industrial Park, and the Hoa Tam Industrial Park infrastructure business project. The total expected investment for these three projects is approximately VND 120,000 billion, equivalent to US$5 billion.

The project is located along National Highway 29, in Hoa Tam commune, Dong Hoa town, Phu Yen province. It is approximately 24 km from Tuy Hoa city center, 15 km from Vung Ro port, and 17 km from Tuy Hoa airport.

The Hoa Tam Industrial Park is being constructed on a total land area of 1,080 hectares (10.8 km2) and is closely linked to the development of the Bai Goc Port project. The industrial park is considered the nucleus of the Nam Phu Yen Economic Zone.

The expected investment for the construction of Bai Goc Port is VND 24,000 billion. The port will have a water depth of about 20-25 meters and will be the closest port to international waters and international shipping lanes. It will cover an area of 2.2 km2, including 1.34 km2 of land and 0.86 km2 of water surface.

Bai Goc Port is planned to develop in conjunction with key industries, including oil refining, metallurgy, and energy. The port will feature a general cargo terminal, a bulk cargo terminal, a liquid/gas cargo terminal, and the capacity to accommodate vessels up to 50,000 tons. There are also plans for a dedicated terminal to receive vessels up to 250,000 tons.

Regarding the Hoa Phat Integrated Steel Complex project, it is located within the Hoa Tam Industrial Park. With a total investment of VND 86,000 billion, equivalent to the Dung Quat 2 project (VND 85,000 billion), the complex is expected to be Hoa Phat Group’s new steel plant. The Dung Quat 2 project has a capacity of approximately 5.6 million tons of steel per year and is anticipated to be completed in the first quarter of 2025.

Once operational, these projects are expected to create job opportunities for 20,000 laborers in Phu Yen and contribute approximately VND 10,000 billion annually to the local budget. Specifically, the Hoa Phat Integrated Steel Complex project is expected to employ around 12,000 workers.

The Bãi Gốc area and the land allocated for the construction of the Hoa Tam Industrial Park are currently unused, with locals grazing livestock and engaging in aquaculture.

Phu Yen province is investing in the development of transportation infrastructure linked to the growth of the Nam Phu Yen Industrial Park, particularly the Hoa Tam Industrial Park and Bai Goc Port. This includes the project to construct a road connecting the North-South Expressway, National Highway 1A, and the Hoa Tam Industrial Park, with a total length of over 8 km, a road width of 42 m, and a surface width of 21 m. The total investment for this project is over VND 974 billion.

This infrastructure project not only serves the transportation needs of the local population but also plays a crucial role in the construction and operation of Bai Goc Port and Vung Ro Port. It contributes to the formation of the Nam Phu Yen Economic Zone’s infrastructure system and its connection to other economic zones in the region.

The Da Nong Bridge, spanning the Ban Thach River, is nearly 500 meters long and 12 meters wide, accommodating two lanes of traffic. It serves as a vital transportation link, connecting Tuy Hoa city to the Hoa Tam Industrial Park, Vung Ro Port, and other residential areas.

The urban transportation network within the economic zone has also been expanded. The extended Hung Vuong route has been designed with a road width of 57-63 meters, connecting to National Highway 29 to ensure efficient cargo transportation from Bai Goc Port to the Central Highlands and coastal urban areas.

The Hoa Tam Industrial Park and Bai Goc Port are also adjacent to other industrial parks and urban areas that will be developed nearby, particularly the Bac Khanh Hoa Economic Zone (Van Phong Economic Zone). This proximity will foster interconnections and support the formation of the Van Phong-Bai Goc-Vung Ro port cluster, one of the key gateways to the East Sea for the Central Highlands region.
