On July 7th, Ho Chi Minh City Electricity Corporation (EVNHCMC) announced that, upon learning of the incident, they immediately instructed their subsidiary, An Phu Dong Power Company, to report the situation.

According to confirmed information, on July 5th, An Phu Dong Power Company performed maintenance on the power grid at CN2 substation of Quang Trung Software Park. This was in accordance with Proposal 478 regarding the relocation of the measurement system on the PMQT 1 line to prevent power incidents, and Report 1371 requesting a power cut on July 5th to facilitate the relocation. The construction plan implemented by An Phu Dong Power Company was technically sound and did not cause any power outages for customers, as this was an important load.

However, at 9:17 am, the Ho Chi Minh City Power System Control Center reported a tripping of the circuit breaker (MC 477) at CN2 substation and detected an alarm signal on the SCADA screen indicating an incident at RMU T5 cabinet (load after MC477 at CN2 substation). A task force from An Phu Dong Power Company inspected and found that tripping MC477 at CN2 substation had caused a partial power outage at Quang Trung Software Park, affecting multiple cabinets, including RMU T5, which was supplying power to the DATA CENTER (CS: 2000+560kVA) through the RMU DATA CENTER owned by HoSE. An Phu Dong Power Company promptly addressed the issue, restoring power within 19 minutes, and initiated an investigation into the cause of the incident.

Backup power supplies for critical loads remained functional. However, HoSE’s Backup Data Center experienced unstable operation of their backup generator, resulting in a 28-minute power interruption.

According to EVN HCMC, Quang Trung Software Park is one of the most critical power loads in Ho Chi Minh City and is given special attention by the power sector. The power supply is always guaranteed, with sufficient reserves. The power grid is equipped with an automated monitoring and control system, and An Phu Dong Power Company regularly inspects, repairs, and maintains it as per regulations. Currently, An Phu Dong Power Company is coordinating with Quang Trung Software Park and Ho Chi Minh City Stock Exchange to thoroughly investigate the incident and devise solutions to ensure a stable power supply for the area.

Earlier, Quang Trung Software Park Development One-Member Limited Company (QTSC) officially addressed the incident involving connection errors between some securities companies and HoSE during the trading session on July 5th.

QTSC’s representative stated that on July 3rd, An Phu Dong Power Company had notified them about the relocation of the medium-voltage measurement system at CN2 substation to a newly constructed substation.

An Phu Dong Power Company affirmed that they did not cause any power outages for customers and ensured backup power for the Quang Trung Software Park internal area.

However, during the implementation on the morning of July 5th, there was a power interruption at QTSC from 9:16 am to 9:44 am. QTSC has requested An Phu Dong Power Company to provide feedback on the cause of this power interruption.

According to QTSC’s representative, during the power interruption, QTSC’s Data Center and customer-provided services remained operational. Units and businesses operating at QTSC with standby generator systems in place functioned smoothly.

Regarding this incident, HoSE confirmed that at 10 am on July 5th, during the morning trading session, the systems of several securities companies experienced connection disruptions with the Ho Chi Minh City Stock Exchange. The cause was attributed to a power outage at the Backup Data Center in Quang Trung Software Park, which disrupted the connection of some securities companies that had their information technology equipment located there. HoSE’s trading system, however, operated normally.

By 11 am on the same day, the power outage at the Backup Data Center was resolved, and the affected securities companies’ connections were restored to normal functioning.
