On July 9, the Investigation Police Agency of Soc Trang Provincial Public Security initiated prosecution and imposed a travel ban on Mr. Vo Thanh Nhan (born in 1958), former Chairman of the People’s Committee of Soc Trang City, for violating regulations on the management and use of state assets, causing waste and loss.

Previously, in August 2022, the Soc Trang Provincial Inspectorate reported the results of the inspection and verification related to land allocation in the residential area of Ward 2, Soc Trang City.
The provincial inspectorate determined that the head of the Soc Trang City People’s Committee, term 2010-2015, had a weak grasp of land-related legal provisions. There was a lack of inspection and supervision, and too much reliance on advisory bodies, which led to the allocation of 80 land lots (including 30 lots through open bidding to ineligible entities, without an approved list for resettlement land allocation, and 50 lots without land-use right auctions).
Notably, the Soc Trang City People’s Committee during this term also allocated land to a company for constructing houses for sale to residents on 20 land plots without establishing an investment project or signing contracts…
Regarding the above-mentioned shortcomings and violations, the Soc Trang Provincial Inspectorate identified the collective responsibility of the leadership of the Soc Trang City People’s Committee for the 2010-2015 term. Mr. Nhan was held primarily accountable and was indicated to have signs of intentionally violating state regulations on economic management, causing severe consequences, and violating regulations on the management and use of state assets, causing waste and loss.
Based on these findings, the Soc Trang Provincial Inspectorate recommended that the Chairman of the Provincial People’s Committee transfer the case to the Investigation Police Agency of Soc Trang Provincial Public Security for further investigation and clarification.
