Empowering Digital Enterprises: Expanding Horizons for Vietnam’s Tech Sector

The Ministry of Information and Communications, in collaboration with the VCCI, will provide robust support to digital technology enterprises. This includes assistance in registering and protecting intellectual property rights and facilitating technology transfers abroad. Furthermore, they will aid in market expansion, both domestically and internationally, helping businesses seize investment and trade opportunities worldwide.

On July 30, in Hanoi, the Ministry of Information and Communications signed a cooperation agreement with the Vietnam Chamber of Commerce and Industry (VCCI) to support the promotion of investment and trade in Make in Viet Nam digital technology products to serve digital transformation, digital economy development, and digital society development for the period 2024-2026, with a vision towards 2030.

Elaborating on the agreement, Mr. Nguyen Khac Lich, Director of the Department of Information and Communications Technology Industry, said that the cooperation between the Ministry of Information and Communications and VCCI focuses on three main contents.

**First**, provide consultancy and advice on building digital transformation strategies and policy environments for development. The Ministry of Information and Communications will provide consultancy and support to VCCI in building strategies, plans, and programs for digital transformation. VCCI will propose solutions and policies to create and support the market for Vietnamese digital technology enterprises.

**Second**, support the promotion of trade and investment in Make in Viet Nam digital technology products, solutions, and services to serve digital transformation and the development of the digital economy and digital society for the domestic market. This will involve activities such as propaganda, surveys on the digital transformation needs of enterprises, trade promotion conferences, supply and demand connections, and especially the “selection and ordering of 10 typical Make in Viet Nam digital technology products, solutions, and services in 10 fields to pilot the implementation of digital transformation at VCCI and member enterprises, in order to evaluate and replicate the deployment of products that bring practical benefits to people and businesses.”

**Third**, support the development of markets and investment in foreign countries for Make in Viet Nam digital technology products. Specifically, this will involve activities such as supporting registration and protection of intellectual property rights and technology transfer abroad; connecting and introducing business partners; providing information, guidance, and consulting to enterprises; and promoting trade and investment activities abroad.

Speaking at the signing ceremony, Mr. Pham Tan Cong, Chairman of VCCI, emphasized that Resolution No. 41-NQ/TW, issued by the Politburo on October 10, 2023, on building and promoting the role of Vietnamese entrepreneurs in the new era, set a goal for 2030: “To develop a Vietnamese entrepreneurial team with a scale, capacity, and quality that meets the goals of industrialization and modernization of the country. Strive to have more enterprises reaching the regional level, some enterprises reaching the world level; some large enterprises play a leading role in key sectors and fields; … have international competitiveness in fundamental, priority, and key industries.”

Resolution 41 also sets out the task of developing ethnic enterprises and large-scale enterprises with a leading role in some key, critical sectors and fields.

The development and growth of Vietnamese digital technology enterprises are important, contributing to the task of national digital transformation in the Documents of the 13th National Congress of the Communist Party of Vietnam, while also contributing to the realization of the goal of developing a team of entrepreneurs and enterprises set out in Resolution 41 of the Politburo.

Vietnamese digital technology enterprises are also one of the important groups of ethnic enterprises that need to be promoted and supported in the context of the whole country carrying out the national digital transformation, developing the digital economy, and building a digital society.

Mr. Pham Tan Cong emphasized: “The signing marks the beginning of close cooperation between the two agencies in supporting national digital transformation, developing the digital economy, and building a digital society. At the same time, it also implements the task assigned by the Prime Minister to VCCI and the Ministry of Information and Communications in Directive No. 01/CT-TTg on promoting the development of Vietnamese digital technology enterprises.”

With this agreement, the two parties support Vietnamese digital technology enterprises in expanding their markets and taking advantage of investment and business opportunities at home and abroad through a market with a scale of 200,000 enterprises operating in all economic sectors and industries in Vietnam and VCCI’s network of partners worldwide, contributing to promoting digital transformation, developing the digital economy, and building a digital society in Vietnam effectively, towards realizing the goal of “a rich people, a strong country, a fair, democratic, and civilized society.”

In addition, to ensure the validity and effectiveness of the cooperation agreement between the two parties, during the event, VCCI’s leaders signed a cooperation agreement with the leaders of six typical enterprises, including Viettel, VNPT, Mobifone, FPT, CMC, and MISA, to accompany and promote digital transformation.
