The Power of Persuasion: Crafting Compelling Headlines Unveiling the Secrets of Effective Policy Implementation: A Comprehensive Guide

On the morning of July 30, in Hanoi, the Government coordinated with the National Assembly's Standing Committee and relevant agencies to organize a conference to propagate and deploy a number of laws and resolutions of the 15th National Assembly.

Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, and Le Thanh Long; Vice President of the National Assembly Nguyen Khac Dinh; leaders of ministries, central agencies, and National Assembly committees; and leaders of provinces and centrally-run cities attended the conference.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that building and perfecting the institutional system is one of the three key strategies and a major policy of the Party and the State. The Government considers this a key task and focuses on synchronous implementation, ranging from institution building and improvement to law enforcement. Investing in institution building is investing in development; improving the system is to unlock and boost other breakthroughs and mobilize all resources for development, especially in infrastructure.

Since the beginning of the term, the Government has held 28 thematic meetings on law building; provided opinions and considered more than 100 proposals for law and bill building; issued more than 380 decrees; and the Prime Minister has issued 90 regulatory decisions. The ministries have also issued relevant guiding circulars.

At its sessions, the XV National Assembly has passed a large number of laws and resolutions (over 60 documents), including important ones such as the Law on Land, the Law on Real Estate Trading, the Law on Housing, the Law on Credit Institutions, the Law on Roads, and resolutions piloting some mechanisms and policies for the development of provinces and cities. Specifically, at the 7th Session, the National Assembly passed 11 laws, 2 regulatory resolutions, 1 resolution on the law and ordinance building program for 2025, adjusting the law and ordinance building program for 2024, and 9 resolutions on socio-economic management.

The National Assembly and the Government have demonstrated strong determination, great efforts, and decisive actions with high effectiveness and efficiency. They proactively implemented synchronous solutions with practical improvements in law-building work, focusing on immediately addressing difficulties, bottlenecks, and obstacles hindering development, especially in the fields of land, infrastructure, investment, and business.

The Prime Minister stated that the Government and the Prime Minister highly appreciate the coordination, support, and companionship of the National Assembly throughout the process of law and resolution building, reviewing, commenting, and adopting, especially during challenging times.

According to the Prime Minister, while it is challenging to build and issue laws and resolutions, it is even more challenging to enforce them and bring them to life. In reality, law enforcement has not been truly effective and has not fully unleashed all resources for rapid and sustainable development in the context of the Fourth Industrial Revolution. Many issues still need to be adjusted, amended, and supplemented, especially those related to new growth drivers such as digital transformation, green economy, and circular economy.

Therefore, today’s conference is essential to focus on propagating the new points, key contents, requirements, and main tasks to enforce the newly issued laws and resolutions. It also aims to review the achievements, advantages, and difficulties in enforcing the laws passed by the XV National Assembly.

Additionally, the conference will listen to the opinions of ministries, sectors, and localities regarding the challenges and obstacles in enforcing the legal provisions and draw lessons to improve the quality of legal documents. It will also propagate Regulation No. 178-QD/TW dated June 27, 2024, of the Politburo on controlling power and preventing corruption and negativity in law-making.

Given the limited time, high demands, broad scope, and rich content of the conference, the Prime Minister requested that the delegates focus their intelligence and continue the spirit of innovation in their presentations, reports, and speeches, concentrating on the following issues.

First, further promote the requirement of “closely linking law-making with law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively, and efficiently” in accordance with the Documents of the 13th Party Congress and Resolution No. 27-NQ/TW on continuing to build and perfect the rule-of-law socialist state of Vietnam.

Second, discuss important issues and propose feasible solutions to enhance coordination and create synergy between agencies to improve the quality of deployment and ensure that the National Assembly’s laws and resolutions are put into practice. This will contribute to promoting socio-economic development and strengthening power control and preventing corruption and negativity in law-making.

Third, propose solutions to remove difficulties and obstacles and overcome limitations in enforcing the laws and resolutions, issuing guiding documents, and reviewing legal documents.

According to the conference agenda, Deputy Prime Minister Le Thanh Long presented the introductory report on the implementation of several laws and resolutions of the XV National Assembly.

Subsequently, the conference listened to the delegates’ discussions and opinions on enforcing the National Assembly’s resolution on the law and ordinance building program; implementing Regulation No. 178-QD/TW dated June 27, 2024, of the Politburo on controlling power and preventing corruption and negativity in law-making; enforcing the Law on Land, the Law on Housing, the Law on Real Estate Trading, and the Law on Credit Institutions; key contents and preparation of resources for enforcing the Law on Roads, the Law on Road Traffic Order and Safety, the Law on Social Insurance, and the Law on the Capital; and the preparation, results, and difficulties of localities in enforcing the laws and resolutions of the National Assembly.
