“Vietnam Stands Ready to Assist Timor-Leste in Ensuring Food Security”

Upon the invitation of Vietnamese President To Lam, President of Timor-Leste Jose Ramos-Horta paid a state visit to Vietnam from July 31st to August 3rd, 2024, leading a high-level delegation. On the morning of August 1st, 2024, following the official welcome ceremony at the Presidential Palace, President To Lam held talks with President Jose Ramos-Horta.

During the talks, the President warmly welcomed the President of Timor-Leste and emphasized that the latter’s third visit to Vietnam would contribute to a new impetus for cooperation between the two countries. He also expressed his gratitude for the kind sentiments that the leaders and people of Timor-Leste hold for Vietnam.

VIETNAM IS PREPARED TO CONTINUE PROVIDING RICE TO TIMOR-LESTE

The President congratulated Timor-Leste on its achievements in socio-economic development and wished the country success in implementing its “Strategic Development Plan for 2011-2030”. He also affirmed that Vietnam is ready to continue providing rice to ensure food security in Timor-Leste and proposed renewing the Memorandum of Understanding on rice trade.

The President of Timor-Leste expressed his gratitude for the warm and thoughtful reception by the state and people of Vietnam. He admired Vietnam’s revolutionary achievements and its journey of national construction and development, considering Vietnam as a development model. He affirmed that Timor-Leste values and wishes to further strengthen its friendly relations with Vietnam.

During the talks, the President of Timor-Leste once again expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong.

Both leaders expressed their satisfaction with the notable progress in bilateral relations. Exchanges and high-level contacts have been maintained, and economic and trade cooperation has yielded encouraging results. The trade turnover between the two countries is expected to increase, surpassing the figure of 15.9 million USD in 2023. The efficient investment and business operations of Viettel Group (Telemor) have positively contributed to the economic and social development of Timor-Leste.

Discussing future cooperation orientations, the two sides agreed to enhance exchanges and contacts at all levels and effectively implement the Framework Agreement on Economic and Technical Cooperation. They also agreed to soon organize the first meeting of the Vietnam-Timor-Leste Joint Committee at the Foreign Minister level and explore the establishment of new bilateral mechanisms that match the cooperation needs of both countries.

The President of Vietnam affirmed that Vietnam is ready to continue providing rice to Timor-Leste, contributing to its food security. He encouraged Timor-Leste to increase the import of high-quality Vietnamese products, such as textiles, footwear, beverages, dairy products, processed food, and agricultural and aquatic products.

The President also proposed that Timor-Leste soon ratify the Bilateral Trade Agreement (signed in 2013) and create favorable conditions for Vietnamese enterprises to expand their business and investment in the country.

ENHANCING COOPERATION AND MUTUAL SUPPORT

Expressing his appreciation for the President of Vietnam’s sharing of valuable experiences in development and international integration, the President of Timor-Leste agreed to coordinate closely to bring about a new momentum in economic, trade, and investment cooperation between the two countries. He suggested expanding cooperation in areas with great potential, such as agriculture, fisheries, forestry, mineral resources, and metal and non-metal ores. He also thanked and hoped that Vietnam would continue to share its experiences and support Timor-Leste in human resource development, food security, poverty eradication, and other areas.

The two sides also agreed to effectively tap into the cooperation potential in other important fields, including agriculture, fisheries, telecommunications, education, oil and gas, infrastructure development, tourism, and people-to-people exchanges.

Regarding regional and international issues of mutual interest, the two sides agreed to continue strengthening cooperation and mutual support at international and regional organizations. The President of Vietnam highly appreciated Timor-Leste’s determination and efforts in implementing the “Roadmap for Timor-Leste to become a full member of ASEAN” and affirmed Vietnam’s support for Timor-Leste’s early accession to ASEAN.

The President of Timor-Leste affirmed his country’s full support for Vietnam’s candidacies at multilateral mechanisms, including the UN Security Council, the UN Human Rights Council, and other international organizations.

On the issue of the South China Sea, both sides committed to continuing to uphold the law in maintaining peace, stability, security, and safety, as well as freedom of navigation and overflight in the South China Sea. They also emphasized the importance of resolving disputes by peaceful means, based on international law, including the 1982 UNCLOS, and fully and effectively implementing the Declaration on the Conduct of Parties in the South China Sea (DOC) and working towards the early conclusion of an effective and substantive Code of Conduct in the South China Sea (COC), contributing to peace, stability, and development in the region.

The talks were held in a friendly, sincere, and trusting atmosphere. Following the talks, the two leaders witnessed the signing of the Agreement on Mutual Visa Exemption for holders of diplomatic and official passports.

On this occasion, the President of Timor-Leste invited the President of Vietnam to visit Timor-Leste. The President of Vietnam gladly accepted the invitation and will arrange the visit at a suitable time.
