The Resolution No. 09-NQ/TU on the development of social housing in Hai Phong city emphasizes the construction of social housing with characteristics unique to the city. These include well-planned infrastructure and social amenities, optimal travel radius between residence, workplace, and essential welfare facilities, and a range of quality options from basic to almost-commercial levels, all at affordable prices. Hai Phong has been determined to address the housing needs of its citizens.

Transparency is a key focus, with efforts to ensure equal access to information on projects and pricing. Stringent measures are in place to prevent policy exploitation. The city’s leaders regularly inspect and accelerate the progress of social housing projects, aiming to complete 6,400 apartments by 2024. This includes constructing the framework for 4,000 units and making 2,400 social housing units available for sale.

According to the Hai Phong Department of Construction, the majority of social housing applicants fall into three categories: workers in and outside industrial parks, low-income earners in urban areas, and public servants, officers in the police and military.

One challenge faced by eligible homebuyers is obtaining confirmation of their housing conditions from the People’s Committee at the commune level. Some project investors have reported that certain communes and wards do not provide confirmation as per the form prescribed by the Ministry of Construction. Additionally, many workers in industrial parks have taxable incomes (above VND 11 million/month), which makes them ineligible for social housing, despite their significant demand.

To address these challenges, the Department of Construction has advised the Hai Phong People’s Committee to issue Document No. 2256/UBND-XD3, directing relevant agencies and People’s Committees of districts and counties to confirm applications according to the prescribed form for social housing buyers in the city. Following this directive, the People’s Committees of the districts have instructed the commune-level People’s Committees to implement the confirmation process.

This website provides details about future social housing projects that have been approved for sale, along with their approved prices. It serves as an official source of information for citizens to verify the legal status of social housing projects.
