Minister of MARD Le Minh Hoan and Minister of MOIT Nguyen Hong Dien chaired the meeting
On the afternoon of August 6, the Minister of Agriculture and Rural Development (MARD) Le Minh Hoan and the Minister of Industry and Trade (MOIT) Nguyen Hong Dien co-chaired a meeting to propose the establishment of the National Rice Council.
The two ministries share the idea and high consensus on proposing the establishment of a National Rice Council. The Council will serve as a forum for ministries, sectors, localities, enterprises, scientists, and farmers to discuss and agree on important policies related to the rice industry at different times and situations, thereby enhancing the role and responsibility of each member of the Council.
Regarding the idea of establishing the Council, Minister Le Minh Hoan shared that more than a year ago, a Vietnamese enterprise attended the THAIFEX exhibition in Thailand and later sent him a photo of the Thai rice pavilion with the slogan “Think rice, think Thailand.” It’s hard to find such a simple yet impressive slogan for customers,” said the Minister.
As for Vietnam, Minister Le Minh Hoan said that in the past time, the Vietnamese rice industry has made remarkable breakthroughs, with ST 25 rice being honored globally. However, there are still many challenges in building a sustainable development strategy for the Vietnamese rice industry.
According to the Minister of MARD, rice is not just about exports but also about domestic consumption, not just about economic development but also diplomacy. Therefore, a different way of thinking about the rice industry is necessary.
MARD has received MOIT’s consensus on the need for a more comprehensive mechanism for the rice industry, not just limited to the Vietnam Food Association.
He emphasized building a brand for Vietnamese rice through the actual actions of the entire system.
According to Dr. Tran Cong Thang, Director of the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD), in countries with strategic export industries on a national and international scale, such as the oil palm industry in Malaysia, the coffee industry in Brazil, and the rice industry in Thailand, in addition to organizations of producers and traders such as associations, unions, and cooperative alliances, there is also a model of “Industry Council” or “Industry Coordination Board” at the national level.
This institution involves the linkage between government ministries and agencies and organizations representing actors in the value chain (from farmers to processors and traders) and between participating localities. Therefore, the National Rice Council is an appropriate mechanism. The National Rice Council will be an inter-ministerial coordinating organization that advises the Prime Minister on researching, directing, and coordinating the resolution of important and inter-sectoral issues for the development of the rice industry.
The Council will research and propose to the Government and the Prime Minister policies, strategies, mechanisms, and transparent and effective policies to ensure the stability and development of the rice market. The draft Decision on the establishment of the National Rice Council proposes that the Vice Prime Minister serves as the Chairman of the Council. The two Vice Chairmen are the Minister of MOIT and the Minister of MARD.
The members of the Council include representatives of leaders of ministries and branches, representatives of leaders of associations and associations, and representatives of leaders of People’s Committees of some localities: Thai Binh, Nam Dinh, Ho Chi Minh City; and 13 localities in the Mekong Delta: Long An, Tien Giang, Dong Thap, Vinh Long, Tra Vinh, Can Tho, Hau Giang, Soc Trang, Ben Tre, An Giang, Kien Giang, Bac Lieu, and Ca Mau.
