On August 6th, International Consulting Law Company Limited (Ho Chi Minh City) sent a petition to the People’s Procuracy and the Investigative Police Agency of Thu Duc City Police, Ho Chi Minh City Police, and several central and local agencies regarding the request to initiate a criminal case.
The content of the petition is related to the case of VIET S.K.Y Services – Trading Co., Ltd. (Viet Sky Company, headquartered in Ho Chi Minh City) showing signs of fraud and appropriation of assets of International Consulting Law Company Limited, with an amount of nearly VND 250 million.
According to the petition of International Consulting Law Company Limited, on November 17, 2023, the People’s Procuracy of Thu Duc City transferred the petition to the Investigative Police Agency of Thu Duc City Police. By March 2024, Thu Duc City Police had worked and notified the handling of the petition, but up to now, International Consulting Law Company Limited has not received the notification of the result of handling the crime denunciation according to regulations.
International Consulting Law Company Limited also cited media reflections, including an article in NLD on August 1, 2024, about VIET S.K.Y Company being accused of cheating many hotels and restaurants in Nha Trang.
According to the petition for prosecution, in July 2023, International Consulting Law Company Limited booked a tour to Bali – Indonesia from Viet Sky Company, with an amount of nearly VND 500 million, prepaying nearly VND 350 million.
However, Viet Sky Company does not have a license to operate international tourism. According to the law company, signing a contract without a license is a prohibited act according to Clause 5, Article 9 of the Law on Tourism 2017.
Through working with the Ho Chi Minh City Tourism Department, it is also recognized that the case has signs of fraud and appropriation of assets and recommends transferring it to the Investigative Police Agency of Thu Duc City Police.
After many pursuits of International Consulting Law Company Limited, up to now (more than 1 year), Viet Sky Company has only refunded more than VND 104 million; the appropriated amount is still VND 245 million.

International Consulting Law Company Limited believes that Mr. Le Thanh T. (representing Viet Sky Company) clearly performed the act of appropriation of property through prohibited acts. Mr. T. was aware that his actions were illegal but still intentionally carried them out.
Previously, NLD reflected that the Nha Trang – Khanh Hoa Tourism Association and Ho Chi Minh City Tourism Association provided a lot of information showing that Viet Sky Company has signs of fraud and appropriation of assets of tourism enterprises in Nha Trang.
Specifically, many hotels in Nha Trang city accused Ms. Nguyen Le Uyen P. – Director of Viet Sky Company and Mr. Le Thanh T. – staff of the company – contacted the hotel to book accommodation services.
When the Viet Sky Company’s guests were about to leave, the hotel staff asked Mr. T. to pay the remaining amount. Mr. T. only sent via Zalo the screen capture of the transferred amount, the image of the payment authorization.

The leader of Nha Trang – Khanh Hoa Tourism Association said that Viet Sky Company made the last-minute payment information to force the restaurant to let the guests go.
According to Nha Trang – Khanh Hoa Tourism Association, Viet Sky Company’s acts are systematic, happening many times with many different businesses and individuals.
