Ninh Binh – Hai Phong Expressway to Begin Construction in Late 2024
In preparation for the construction of the Ninh Binh – Hai Phong Expressway, Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh People’s Committee, shared that they are diligently working on the necessary steps. They are coordinating with the Ministry of Transport and the Ministry of Natural Resources and Environment for project appraisal, conducting thorough environmental impact assessments, and ensuring the design meets high-speed road standards. The province has also approved the planning of 12 resettlement areas to support affected residents.

Mr. Nguyen Quang Minh, Vice Director of the Ninh Binh Department of Transport, provided additional details about the project. The expressway will stretch across Yen Khanh and Yen Mo districts, with a total length of 25.3 kilometers. It will begin at the Mai Son Interchange in Yen Mo district and connect with the North-South Expressway in the East. The end point will be at Tam Toa Bridge in Khanh Cuong, Yen Khanh district. The investment scale includes a four-lane highway with a designed speed of 120km/h and a road width of 24.75 meters, along with auxiliary works. The total investment is expected to be VND 6,865 billion, sourced from central and provincial budgets. The construction is planned to take place between 2024 and 2029.
According to Mr. Minh, they have approved the selection of contractors for packages 05, 06, 07, 08, and 09. They are also in the process of appraising the feasibility report, gathering feedback from relevant organizations and the community, and conducting environmental impact assessments with the Ministry of Natural Resources and Environment.
The Dau River Bridge on the Ninh Binh – Nam Dinh Expressway at the Khanh Cuong Interchange is under construction
The project will require nearly 200 hectares of land, and the scope of land clearance has been determined and handed over to the localities. The districts are coordinating with the Ninh Binh Department of Transport to identify land types and compensation rates. Additionally, they are identifying the scale and locations of resettlement areas. As per the design, the section passing through Ninh Binh province will include 12 bridges, 9 of which are on the main route and 3 are overpasses. There will also be three interchanges: Khanh Duong, Khanh Nhac, and Khanh Cuong.
Aiming for Construction of Ninh Binh – Hai Phong Expressway in Thai Binh and Nam Dinh in November 2024
The Ninh Binh – Hai Phong Expressway project, passing through Thai Binh and Nam Dinh provinces, is being implemented under the Public-Private Partnership (PPP) model. It will feature a four-lane highway with a designed speed of 120km/h, stretching over 60.9 kilometers. The starting point is at Km19+300, at the Dau River Bridge in Nam Dinh province, and the endpoint is at Km80+200, where National Highway 37 meets the coastal road in Thai Binh province. The project is expected to be carried out from 2023 to 2027.
According to the representative of the Project Management Board for Transport Construction Investment Projects in Thai Binh province, the feasibility study report is being urgently prepared. Topographic, geological, and hydrological surveys have been completed, along with the basic design, total investment, and financial plan. The environmental impact assessment and the framework for compensation, support, and resettlement policies are also being expedited. Regarding land clearance, Thai Binh province needs to reclaim over 448 hectares of land, including agricultural land, residential land, and other types of land.
In Thai Binh’s Thai Thuy district, the land measurement and mapping have been completed, and the district plans to arrange four resettlement areas. In Kien Xuong district, land measurement and mapping are ongoing, and 11 resettlement areas with a total area of over 25 hectares are being proposed. The investor is directing the consulting unit to conduct surveys in 12 river sand mines and four sea sand mines to report to the People’s Committee of Thai Binh province.
Perspective of the Dau River Bridge on the Ninh Binh – Nam Dinh Expressway
Mr. Nguyen Khac Than, Chairman of the Thai Binh People’s Committee, shared that the leadership of Thai Binh and Nam Dinh provinces is actively coordinating with ministries and requesting their departments, project management boards, and the investor to expedite the appraisal of the feasibility study report. They are also working on aligning the location of interchanges along the route, coordinating and supporting the investor in surveying and exploring river and sea sand mines, and finalizing the environmental impact assessment and compensation framework. Additionally, they are developing a realistic implementation schedule and preparing tender documents, considering the option of hiring experts to support the project. They are committed to completing land clearance and resettlement area arrangements promptly.
“We are working diligently and coordinating all aspects to be ready for the project’s commencement in Thai Binh and Nam Dinh provinces in November 2024,” affirmed Mr. Nguyen Khac Than.
As per the Ministry of Transport, the Ninh Binh – Hai Phong Expressway is of great importance as it connects the southern Red River Delta and North-Central regions with the Lach Huyen international gateway port. It will also link to other expressways and national highways, creating new development opportunities and driving economic growth in the region and the country.
