On the afternoon of August 9, General Secretary and President To Lam visited and chaired a working session with the Hanoi Party Committee Standing Board on the implementation of the Resolution of the 13th National Congress of the Party and the 17th Congress of the Hanoi Party Committee for the term 2020-2025, as well as the direction and deployment of the Politburo’s Directive No. 35-CT/TW, dated June 14, 2024, on the Party committees’ congresses at all levels towards the 14th National Party Congress.
On behalf of the Hanoi Party Committee Standing Board, Permanent Deputy Secretary of the Municipal Party Committee Nguyen Thi Tuyen reported on the results of the implementation of the Resolution of the 13th National Party Congress and the 17th Congress of the Hanoi Party Committee for the term 2020-2025, along with the direction and deployment of the Politburo’s Directive No. 35-CT/TW.
HANOI: A BRIGHT SPOT FOR INNOVATION
Speaking at the conference, General Secretary and President To Lam affirmed that Hanoi, as the country’s capital, is the nation’s political-administrative brain and the heart of the country. It is also a significant center for economics, culture, education and training, science and technology, and international integration. Throughout its history, Thang Long – Hanoi has always been a symbol of the Vietnamese people’s aspiration for peace, humanism, and humanitarian and conciliatory spirit. In today’s context of international integration, this cultural tradition is even more prominent.
The capital city of Hanoi not only plays a crucial political role but also makes significant contributions to the country’s socio-economic development. It serves as an essential pillar in maintaining political stability, safeguarding national security, and fostering diplomatic relations with other nations.
Providing an overview of Hanoi’s achievements in the past term, General Secretary and President To Lam emphasized that since the beginning of the term, the Hanoi Party Committee has resolutely and effectively implemented 10 work programs, 5 major orientations, 3 breakthroughs, 20 targets, and 14 tasks and solutions.
Under the profound and determined leadership of the Party committees at all levels, the efforts of businesses, and the companionship of the entire capital city’s population, along with a crucial legal framework, Hanoi has overcome challenges and maintained political stability, laying a solid foundation for its development. The average growth rate for the 2021-2023 period was 1.16 times higher than the national average, and annual budget revenue targets were met and exceeded.
Hanoi has paid great attention to cultural development, and the city’s cultural industry is gradually becoming a spearhead economic sector. The work of Party and political system building and rectification has been continuously promoted.
Along with successfully organizing the election of the 15th National Assembly and the People’s Councils at all levels for the 2021-2026 term, the effectiveness and efficiency of the government’s management have improved significantly. Hanoi has become one of the leading localities in the Provincial Competitiveness Index and other indexes reflecting a clean, creative, proactive, and people-serving government.
On behalf of the Party and State leaders, General Secretary and President To Lam commended, highly appreciated, and acknowledged the efforts and outstanding achievements of the Party Committee, authorities, and people of the capital city, especially in recent years. Hanoi has become a leading locality in many fields, a bright spot for innovation, and a growth pole of the Red River Delta, the northern region, and the whole country. He also acknowledged the strong political will of the leaders of agencies, organizations, and authorities at all levels, with a spirit of innovation, decisive and urgent actions in performing tasks in the cause of building and developing the capital, always upholding a high sense of responsibility.
DEVELOPING THE CAPITAL BASED ON 5 PILLARS
Regarding the key tasks to be deployed in the coming time, General Secretary and President To Lam emphasized and hoped that the capital city would do even better in the following aspects:
First, it is necessary to fully, correctly, and deeply understand Hanoi’s outstanding potential and advantages, its special position and role in the cause of renovation, promoting the traditional culture and heroism, and the important position of the capital city in the Red River Delta and the whole country. It is essential to enhance the spirit of dynamism, creativity, and daring to think and act, continuing to renew thinking, mindset, and approach to bring about stronger and more comprehensive development in Hanoi, making it a model city in all aspects.
Hanoi should pursue rapid and sustainable development, harmoniously combining economics and culture while protecting the environment, ensuring security and safety, and promoting the happiness of the people. The development philosophy of the capital city is based on 5 pillars: (i) culture and people; (ii) 3 transitions (green transition, digital transition, and circular economy); (iii) synchronous and modern infrastructure with high connectivity; (iv) digital economy and smart city; (v) science, technology, and innovation.
Second, it is essential to regularly strengthen the building and rectification of the Party and political system to ensure its purity and strength. This is a “key” task, guaranteeing the success of all other fields.
Third, as the capital and a special municipality, Hanoi needs a system of specific mechanisms and policies to concretize the amended Law on the Capital City, enhance financial and budgetary capacity, and mobilize resources for development in the coming period. It is necessary to research and provide clear orientations for the development of the city’s urban and technical infrastructure, with a focus on urban renovation and the promotion of the value of the historical inner city, preserving the historical and cultural space and traditional values. Invest in upgrading and developing a comprehensive, modern, and efficient socio-economic infrastructure system.
Fourth, arrange and distribute the space for socio-economic development along economic corridors, belts, and development axes, in conjunction with effective mobilization and utilization of resources, enhancing regional connectivity. Leverage the unique potential and advantages, with urban economics as the main driving force, while improving the quality of urban life for the people. Arrange and distribute space reasonably to focus on developing the cultural industry and tourism as spearhead economic sectors.
Promote cultural development in association with preserving and promoting the values of cultural heritage, building the image of a gracious and civilized Hanoi, preserving and promoting the cultural identity and spiritual values characteristic of the capital city. Ensure social welfare and progress, especially for those with meritorious services and ethnic minority groups, so that the people can enjoy a warm and happy life.
Continue to invest in renewing and comprehensively improving the quality of education and training, developing human resources, especially high-quality human resources and leadership and management personnel.
Consolidate and complete the medical network from the city to the grassroots level. Improve the quality of district and communal hospitals; fundamentally address hospital overcrowding, and better serve the health care needs of the people.
Harmoniously combine urban and rural development, promote regional linkages. In its development strategy, Hanoi should pay great attention to developing urban space according to the model of a central city and cities within the capital, satellite towns, and ecological townships. Develop rural areas in a modern and civilized direction, preserving and promoting the values of some “villages within the city,” traditional Northern villages, and craft villages, depending on specific localities. Focus on building new rural areas and investing in the development of a green and clean ecological agriculture, modern rural areas, and civilized farmers as a foundation for sustainable development.
Strengthen national defense and security capabilities, ensuring the absolute safety and security of the capital city in all situations. Actively and proactively integrate internationally, expand foreign affairs activities, and build the image of Hanoi as a cultured, peaceful, and prosperous city, a global connector.
Fifth, continue to review the targets and tasks, propose specific solutions, and prioritize resources to successfully implement the strategic breakthroughs, remove bottlenecks and obstacles, striving to achieve the highest level of targets and tasks set by the Resolution of the 17th Congress of the Hanoi Party Committee, especially the forecasted and challenging ones. The successful implementation of the Resolution of the 17th Congress of the Hanoi Party Committee will contribute significantly to the realization of the Resolution of the 13th National Party Congress.
Sixth, as the largest Party Committee in the country, the Hanoi Party Committee needs to focus on leading the Party committees’ congresses at all levels, ensuring progress and quality as required by Directive No. 35-CT/TW and the plan of the Hanoi Party Committee. Pay attention to directing and improving the quality of documents of the Party committees’ congresses at all levels and the 17th Congress of the Hanoi Party Committee. Personnel work must ensure the direct and comprehensive leadership of the Party, the Party committees at all levels, ensure succession and renewal, and promote quality, with a reasonable quantity and structure. Pay attention to discovering, fostering, and introducing typical cadres with political mettle, moral virtues, practical experience, outstanding achievements, and results, while also caring for young and female cadres…
General Secretary and President To Lam affirmed that building and developing the civilized, modern, and advanced capital city is the responsibility of the whole country, and first of all, it is the honor and responsibility of the Party Committee, authorities, and people of Hanoi. The General Secretary and President suggested that Hanoi be more proactive in seeking assistance from the ministries, branches, and sectors of the Central Government. At the same time, he requested that the National Assembly, the Government, the ministries, branches, and central sectors promote their sense of responsibility, closely coordinate with Hanoi, and proactively remove difficulties, especially in terms of mechanisms, policies, and investment resources in the process of implementing the amended Law on the Capital City and the specific mechanisms and policies for the city, clearly reflecting the spirit of “Hanoi for the whole country, and the whole country for Hanoi,” meeting the requirements for building and developing the capital city in the coming years.
