Mr. Phan Phong Phu, Vice Chairman of the People’s Committee of Quang Binh province and Head of the Steering Committee for the implementation of the Coastal Road and Nhat Le 3 Bridge Project, has recently inspected the progress of the project’s components.
The Quang Binh Coastal Road and Nhat Le 3 Bridge Project has a total investment of VND 3,500 billion and is scheduled to be completed between 2021 and 2026. The entire project spans 82.8 km, passing through 17 communes and wards in six coastal districts, towns, and cities.
The project consists of two components. The first component, the Quang Binh Coastal Road, has a total investment of nearly VND 2,200 billion and is under the management of the Quang Binh Department of Transport. The second component, the Nhat Le 3 Bridge and its approach roads, is managed by the Quang Binh Department of Planning and Investment, with a total investment of VND 1,300 billion.
Currently, the first component, the Coastal Road, is under construction with all seven packages of the project underway. The project has acquired 70.5 km of the required 88% land area. Construction of bridge and drainage structures, as well as road foundations and subgrades, is in progress. The project has affected 21 farms and 57 households, who will be relocated to a newly built resettlement area with a total investment of VND 82 billion.
Regarding the second component, the Nhat Le 3 Bridge and its approach roads, the lower part of the bridge has been completed, including the concrete foundation for the steel arch. Installation of the M1-T1, T8-T9, and T9-M2 bridge spans has been completed, and the construction of the steel arch, bridge girders, and other components is ongoing. The construction progress has reached approximately 55% of the contract value.
The technical infrastructure project for the resettlement area of the Nhat Le 3 Bridge and its approach roads in Bao Ninh commune aims to relocate 18 households. However, only 0.25 ha of the required 3.24 ha of land has been cleared, as land clearance work has encountered several obstacles, causing delays in the construction of the resettlement area.

According to the implementing agencies and contractors, the slow progress of the project is attributed to challenges in site clearance, compensation for affected aquaculture farms, and the lack of a compensation price list for machinery and equipment by the People’s Committee of Quang Binh province. Additionally, the relocation of technical infrastructure, tombs, and households without resettlement areas has posed further difficulties.
Following the inspection, the Vice Chairman of the People’s Committee of Quang Binh province instructed the departments, branches, and localities to strengthen propaganda and mobilization to create consensus and unity among the people during the implementation of the project. He also emphasized the need for reasonable asset valuation to ensure transparency in compensation and site clearance. Furthermore, he urged the early completion of the resettlement area to provide better or equal housing conditions for the affected residents.
The Vice Chairman also directed the departments, branches, localities, and investors to strive for capital disbursement in accordance with the plan. In addition, the investors were requested to promptly synthesize difficulties related to the determination of land recovery scope of aquaculture farms and the valuation of farm equipment to propose to the Council for evaluation and determination of assets affected inside and outside the site clearance area of the coastal road project.
