On the afternoon of August 12, the Vietnam Fatherland Front Committee of Ho Chi Minh City organized a conference to review the social impact of the draft decision to adjust Decision 02/2020 of the Ho Chi Minh City People’s Committee on land prices in the city.

The conference on reviewing the social impact of the draft decision to adjust Decision 02/2020 of the Ho Chi Minh City People’s Committee on land prices in the city was held in the afternoon of August 12.

Ms. Nguyen Thi Kim Thuy, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, stated that Decision 02/2020, which regulates land prices in the city, has revealed many shortcomings and limitations during its implementation period. These issues are no longer in line with legal regulations and the practical situation in the city.

Specifically, the land price table has not yet approached market prices, and its scope of application is narrow, covering only 8 cases of administrative procedures related to land. The cycle of land price table construction is long (5 years), making it difficult to update market fluctuations. There is also a lack of resettlement land prices to facilitate timely disbursement of public investment capital for key projects and works in the city.

Ms. Nguyen Thi Kim Thuy requested that the delegates focus on several key contents, including the scope of adjustment, applicable objects, price tables for different types of land, and the time frame for applying the new land prices.

Ms. Thuy expressed her hope that the application of the new land price table would contribute to promoting compensation and site clearance for many projects in the city, such as the Ring Road 3, Rach Xuyen Tam canal, and Kenh Doi canal. As the new prices are closer to market prices, it is easier to get the agreement of the people since the levels of support and compensation will increase. In addition, key projects and works invested with state capital will be on schedule without any obstacles.

Moreover, the application of the new land price table will contribute to stabilizing and promoting the socio-economic development of the city, ensuring a more transparent market. It will also address the shortcomings of the current land price table and ensure fairness in fulfilling financial obligations related to land for the people.

“With this purpose and significance, on behalf of the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City, I propose that the delegates focus on several key contents, including the scope of adjustment, applicable objects, price tables for different types of land, and the time frame for applying the new land prices,” said Ms. Thuy.

Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Natural Resources and Environment, presented a summary of the draft decision to adjust Decision 02/2020 of the Ho Chi Minh City People’s Committee on land prices in the city.

Attorney Nguyen Van Hau, Vice Chairman of the Ho Chi Minh City Bar Association, stated that the adjusted land price table must balance the interests of the state, land users, and investors.

Attorney Hau suggested considering the timing of issuing the decision to replace Decision 02/2020. From his perspective, the content presented is not practical and creates financial pressure, especially for people in the outlying districts who need to change the land use purpose from agriculture to residential to give to their children. He mentioned that many families in Binh Chanh and Cu Chi have not been able to afford to split their land or change its purpose for generations. If the draft is approved, with the land prices increasing by tens of times in some places, it will cause difficulties for the people.

Attorney Nguyen Van Hau, Vice Chairman of the Ho Chi Minh City Bar Association, suggested that more time is needed to assess the impact of the adjusted land price table.

In addition, the increase in land prices will lead to higher investment costs, reducing the motivation for enterprises to invest in projects. It will also result in higher compensation costs, affecting public and private investment projects and increasing input costs, thereby putting pressure on land prices.

“Consequently, there will be an increase in the prices of goods, adversely affecting social housing projects when enterprises receive land transfers for project implementation. Therefore, more time is needed for adjustment and comprehensive impact assessment when implementing the new land price table,” Attorney Hau recommended.
