In a recent interview with Tiền Phong, Mr. Đỗ Hữu Hưng, Deputy Director of the Department of Construction of Hai Phong, shared the city’s ambitious plans for social housing development. With a target of completing 33,500 social housing units ahead of the Prime Minister’s 2030 deadline, Hai Phong is determined to surpass expectations.

According to Mr. Hưng, the city’s Party Committee has demonstrated its commitment by issuing Resolution No. 09 on November 13, 2023, specifically focusing on social housing development in Hai Phong until 2030. This resolution outlines concrete and targeted solutions for effective implementation.

The resolution emphasizes the city’s approach to achieving the “3 Goods” in social housing development: Good Location, Good Quality, and Good Price. As a result, ongoing and upcoming projects are strategically located in the heart of the city or near large industrial zones, ensuring convenient access and well-planned infrastructure.

As per the Prime Minister’s Decision No. 338 approving the project to build 1 million social housing units, Hai Phong has been assigned a target of completing 33,500 social housing units by 2030. This includes 15,400 units in the 2021-2025 period and 18,100 units in the 2026-2030 period.

For instance, the social housing projects at Tổng kho 3 Lạc Viên, Moonbay Residence at 384 Lê Thánh Tông in Ngo Quyen district, and 39 Lương Khánh Thiện boast prime locations, often referred to as “golden land” in the city center.

Additionally, the Hai Phong People’s Committee has issued a plan assigning tasks to various departments and sectors to implement Resolution No. 09. The key tasks include:

1. Monitoring and facilitating ongoing and upcoming projects by addressing challenges related to capital, investment procedures, and guidance on eligibility for social housing purchase.

2. Preventing speculation, price gouging, and fee differentials in the social housing market.

3. Planning and allocating land funds for social housing development to attract investors for new projects.

4. Investing in technical infrastructure in surrounding areas to connect with social housing land.

5. Promoting social housing policies and information to the public, ensuring they are well-informed about the benefits and procedures.

6. Streamlining administrative procedures for social housing investors, including planning approvals, investor eligibility, construction permits, beneficiary assessments, price appraisals, and future sales.

“In addition to the incentives provided by law, the city’s focus on implementing the solutions outlined in Resolution 09 has attracted investors to social housing projects,” added Mr. Hưng.

Hai Phong has been recognized as a leading city in Vietnam for its social housing development efforts. According to the Department of Construction of Hai Phong, there are currently nine ongoing social housing projects in the city, offering a total of 15,000 units. These projects are crucial in helping the city achieve its target of 15,400 units for the 2021-2025 period set by the government. Additionally, there are 21 projects that have received investment approval or are being prepared for construction, expected to be completed or brought to market by 2030, contributing to the goal of 18,100 units for the 2026-2030 period.
