It can be seen that, in the context of many conflicts, contradictions, and complex and unpredictable fluctuations in the world, which Vietnam cannot avoid, along with the inevitable consequences of the internal situation, the consistent and strong message of General Secretary and President To Lam in focusing on removing difficulties to restore and develop the economy is very correct, necessary and useful. Realizing this message in the remaining time of this pivotal year of 2024 will make an important contribution to creating momentum for the year 2025 – a year with many historical milestones, in preparation for the 14th National Party Congress.

Ho Chi Minh City, with its heavy responsibility as the country’s economic locomotive, has shown great self-responsibility. Just in the first half of August, on the occasion of the one-year review of the implementation of Resolution 98 on the development of Ho Chi Minh City under a special mechanism, the city “faced the truth” to continue proposing the removal of obstacles from ministries and sectors to promote projects and programs that are applied with the new mechanism.

On August 12, the People’s Committee of Ho Chi Minh City issued Directive 12 on tasks and solutions to promote the city’s economic growth by 2025. With seven groups of action solutions and six specific objectives, it is basically not to “renew” but to have a high degree of separation, clear connection, conversion of implementation responsibility according to each task, with supervision, reporting, and acceptance, so the feasibility will have to be higher.

Among them, the key solution group aims to solve the most difficult task of disbursing public investment capital and absorbing capital for the city’s economic development. To do this, of course, the focal points for capital supply are the State Bank with credit, interest rate, and service policies, and the strong promotion of the disbursement of social housing credit packages; the management boards of industrial parks, high-tech zones, and the units managing the construction of urban traffic infrastructure works all require a strong and resolute spirit of participation. Especially, for smoothness, there must be the main support of the fifth group of solutions, which is to remove obstacles and focus on improving the business investment environment and synchronously and effectively implementing administrative reform solutions.

The city also set the third objective of striving to reach the top 10 in the PCI, Par – Index rankings by the end of 2025.

In addition, when the world situation is still unstable and risky, the solution to increase internal strength is a wise choice. Therefore, the city has taken advantage of the “natural leverage” of the city’s market to create both independent solutions and connected interdependent solutions, which are the solutions to promote public spending efficiency, boost consumption stimulus and stabilize the market, and the solutions to promote new growth drivers.

From now until the end of the year, the city will definitely take advantage of the holiday season and long holidays to organize events and festivals to attract tourists, activate purchasing power, consumption, and services… Combining new trends to increase access to customers, inviting and attracting new shopping and consumption habits in the majority of young consumers, group consumption, family consumption… For example, the program “Hundreds of businesses, thousands of orders, millions of accounts” will be one of the many highlights from the initial successes with 2 times of organization “Net Zero Challenge 2024” and the international exhibition week “Net zero Ho Chi Minh City” will propose the formation of the city’s Net Zero Center (Net Zero Hub HCMC)…

Of course, the infrastructure and urban traffic works that are on the way to the finish line or are being implemented under the new mechanism will make an important contribution to the city’s development according to the philosophy of “smooth traffic, smooth finance”. Typically, in the afternoon of August 10, the tunnel at the intersection of Tran Quoc Hoan – Phan Thuc Duyen was officially opened to traffic after more than a year of construction. This important item belongs to the Tran Quoc Hoan – Cong Hoa road project, which connects directly to the T3 station of Tan Son Nhat International Airport, and when the whole route is completed, it will reduce the load on Cong Hoa, Truong Chinh, and contribute to reducing congestion at the airport gate.

Difficulties are gradually being removed, old problems are being gradually resolved, and pilots are being operated to concretize into products and works to serve the people. With quite careful and solid steps, this city accumulates enough internal resources so that when it receives “support” from the central government, it will accelerate to meet the 2024 target with a GRDP growth rate of 7.5%, creating momentum for 8-8.5% GRDP in 2025.
