According to PV’s sources, the Hanoi Transportation Infrastructure Construction JSC, the Maintenance Team for Transportation Infrastructure, and the Long Bien District Traffic Inspectorate recently worked with the investor and contractor of the high-rise housing construction project at the land plot marked CT2 in the Project for Construction of Technical Infrastructure on the land for auction of land use rights in Long Bien Ward regarding the incident of pavement damage and cracks during the project’s construction.

To ensure traffic safety and address the issue on the Co Linh route, the parties agreed to request that the investor instruct the construction unit to pay attention to environmental sanitation and traffic safety during the transportation of materials and machinery on Co Linh Street.

Regarding the damaged section of Co Linh Street, it was requested that the investor take measures to repair, restore, and return the pavement to its original state by November 30, 2024.

“Dangerous Pit” and “No Entry” signs were placed at the location of the damage and subsidence on Co Linh Street.

As reported by Tien Phong, during the construction of the basement of the apartment project at the land plot marked CT2 in the Project for Construction of Technical Infrastructure on the land for auction of land use rights in Long Bien Ward, the construction caused a landslide and cracks on the pavement and sidewalk of Co Linh Street.

The leader of the People’s Committee of Long Bien Ward stated that in this regard, the Urban Order Management Team of Long Bien Ward had issued an administrative violation notice to Hanoi Dulex Commercial and Construction Company for organizing the construction of works in violation of regulations on construction quality management. Specifically: causing landslides, subsidence, and cracks on the pavement and sidewalk of Co Linh Street and the road leading to the residential area of Group 5,7 Tu Dinh; damaging infrastructure on Tran Dang Khoa Street; and causing cracks on the asphalt concrete pavement of Co Linh Street.

However, the Ward Chairman did not have the authority to impose a penalty, so on July 29, the People’s Committee of Long Bien Ward issued a document transferring the violation dossier of Hanoi Dulex Commercial and Construction Company to the People’s Committee of Long Bien District for handling according to their competence.

In response to the investor’s violation, the People’s Committee of Long Bien District issued a decision to fine Hanoi Dulex Commercial and Construction Company, represented by Ms. Le Thanh Hai, an amount of VND 180 million.

It is known that the high-rise housing construction project at the land plot marked CT2 in the Project for Construction of Technical Infrastructure on the land for auction of land use rights in Long Bien Ward was granted a construction permit by the Hanoi Department of Construction with the number 04/GPXD dated February 22, 2024. The project is allowed to construct the Eco1, Eco2, Eco3, and Eco4 towers (divided into two clusters: Eco1 and 2, and Eco3 and 4) with a scale of 16 floors, 02 basements, and 01 technical floor.
