Accordingly, VND 4 billion will be supported from the central budget reserve in 2024 for the Ministry of Transport to prepare the pre-feasibility study report for the Lao Cai – Hanoi – Hai Phong railway route as proposed by the Ministry of Planning and Investment. The Ministry of Planning and Investment is responsible for the content of the report and proposals, ensuring compliance with regulations.
Based on the above-mentioned capital amount, the Minister of Transport shall allocate the supplementary capital from the central budget reserve in 2024 to prepare the pre-feasibility study report for the Lao Cai – Hanoi – Hai Phong railway route in accordance with the regulations.
The Minister of Transport shall direct relevant agencies and units to implement this task in accordance with the law. In case the supplementary central budget reserve in 2024 is not fully utilized, a proposal shall be made to cancel the budget and reduce the deficit.
Do not misuse capital or violate the purpose and subjects of capital use
The Minister of Transport is responsible for directing relevant agencies and units to use the central budget reserve in 2024 effectively and efficiently, ensuring that the supplementary central budget reserve is not misused or used for wrong purposes or subjects, in accordance with the law. The Minister shall also ensure that there is no waste, loss, corruption, or negative issues related to the use of this capital.
The Minister of Transport shall allocate the remaining funds from the medium-term public investment plan for the 2021-2025 period to complete the investment preparation, including the pre-feasibility study report for the Lao Cai – Hanoi – Hai Phong railway route project.
The Ministry of Transport shall report on the allocation, implementation, and disbursement results of the supplementary capital to the Ministry of Planning and Investment and the Ministry of Finance before December 20, 2024.
In addition, the Minister of Transport shall direct, inspect, and urge the speedy implementation of the project. The Minister shall also be responsible, as the head of the ministry, for the disbursement results of the project’s capital.
The Minister of Transport shall be fully responsible to the Government, the Prime Minister, and related agencies for the content, data, and proposals in the report, ensuring compliance with the State budget law, public investment law, and other relevant legal regulations.
The Ministry of Planning and Investment and the Ministry of Finance shall monitor and guide the Ministry of Transport in organizing the implementation and disbursement of the supplementary capital from the central budget reserve in 2024. In case of detection of misuse or violation of the Law on State Budget or other legal regulations, they shall report to the Prime Minister for capital retrieval and request for accountability from the head of the ministry or relevant central agency or locality.
The deadline for implementing and disbursing the supplementary central budget reserve in 2024 is December 31, 2024, in accordance with the law.
