Prime Minister Pham Minh Chinh works with Hanoi Party Committee
This morning (Aug 17), Prime Minister Pham Minh Chinh and his entourage worked with the Hanoi Party Committee’s Standing Board. The meeting was attended by Hanoi Party Committee Secretary Bui Thi Minh Hoai; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; representatives of central ministries, agencies, and Hanoi’s leaders.
Hanoi’s economy continues to grow
Reporting at the meeting, Hanoi People’s Committee Chairman Tran Sy Thanh stated that, along with regular tasks, the city has focused on directing several key and strategic tasks. These include three critical aspects: the Law on the Capital City (amended), which was passed by the National Assembly at its 7th session; the Capital City Planning; and adjustments to the Master Plan for the Capital City, which have received feedback from the Politburo and the National Assembly and are now awaiting the Prime Minister’s approval.
Hanoi’s economy continues to grow, with major balances maintained and most socio-economic development targets exceeding the same period in 2023. The regional gross domestic product (GRDP) averaged 6.04% from 2021 to 2023, which is 1.16 times higher than the national average. Total state budget revenue for the first seven months reached more than VND 320 trillion, equivalent to 79.2% of the estimate. A notable bright spot is the positive shift in the economic structure. Production and business activities remain stable, with the industrial production index increasing by 6.2%, and trade and services continuing to thrive. FDI attraction reached over $1.37 billion, with an expected total of $3.13 billion for the year.
The implementation of the Government’s Proposal 06, administrative reform, digital transformation, and the development of the digital economy and digital society have been accelerated. Planning, construction, management, and urban development have witnessed positive changes towards intelligence, green growth, and sustainability. Cultural and social sectors have received attention and promotion, with comprehensive social security guaranteed.
Issues to be addressed
In his conclusion, Prime Minister Pham Minh Chinh highlighted ten impressive results and notable achievements in Hanoi’s socio-economic development and political tasks.
Accordingly, Hanoi has maintained and promoted unity and consensus in line with the spirit of “taking the lead and following through, responding to the call, being in unison, and ensuring smooth communication.” This has enabled the city to mobilize the strength of the entire political system and the people. Hanoi has also continued to renew its thinking and approach with the understanding that “resources stem from thinking, motivation stems from innovation, and strength stems from the people.”
Alongside the significant achievements, the Prime Minister noted six limitations, shortcomings, difficulties, and challenges faced by Hanoi. The GRDP for the first six months increased by 6%, lower than the national average. The potential for mobilizing social resources is enormous, but the mechanisms, policies, and approaches have not matched this potential. Environmental pollution, traffic congestion, and flooding remain issues that need to be addressed. Only 90% of rural households have access to clean water.
According to the Prime Minister, some strategic infrastructure projects in Hanoi are behind schedule. The city also lacks cultural and sports events or series of events of regional and international stature. Many traditional craft villages and traditional art fields show signs of decline. Emphasizing the formidable tasks ahead, the Prime Minister stated that developing Hanoi into a “cultured, civilized, and modern” city is an especially important political task in the strategy of building and defending the Fatherland. He outlined five key tasks for the future, first of which is for Hanoi and relevant ministries and sectors to review the goals and tasks set forth in the Resolution of the 13th National Party Congress, the Resolution of the Hanoi Party Congress, and the Party Congresses at all levels, as well as the resolutions and conclusions of the Central Committee, and most recently, the directions of General Secretary and President To Lam during his recent meeting with the Hanoi Party Committee’s Standing Board on August 9.
The Prime Minister noted the need to identify which goals have been achieved and continue to promote them, which goals have not been met and require greater effort, and which goals are challenging and demand breakthrough solutions. He emphasized the determination to strive higher, make greater efforts, and take more decisive and effective actions with a stronger sense of focus and priority. He also stressed the importance of clear assignment and delegation of tasks, ensuring “6 clear” (clear assignee, clear task, clear time frame, clear responsibility, clear product, and clear result).
The Prime Minister also outlined specific tasks. Hanoi needs to continue accelerating public investment disbursement and implementing key projects, especially the Ring Road 4 route. He noted that land clearance must mobilize the involvement of the entire political system under the leadership of the Party Committee and the direction of the Party Committee Secretary. Hanoi should also review tasks related to culture and sports, vigorously promote the thousand-year cultural tradition, transform heritage into assets, boost the development of the cultural and entertainment industries, and organize activities to commemorate the 70th anniversary of the Capital’s Liberation…
On behalf of the Hanoi Party Committee’s Standing Board, Hanoi Party Committee Secretary Bui Thi Minh Hoai expressed her sincere thanks and pledged to thoroughly absorb the directions of the Prime Minister and the contributions of the leaders of the central ministries and agencies. She affirmed that the city would focus on overcoming difficulties and obstacles and actively and urgently develop programs, plans, and projects to promote the strong development of the capital’s economy and society in line with the Prime Minister’s directions and the contributions of the central ministries and agencies.
Hanoi to reclaim over 2,600 hectares of agricultural land in two districts
The plan for land use in 2024 for Hoang Mai district and Dong Anh district has just been approved by the city of Hanoi. As a result, a total area of over 2,600ha of agricultural land is expected to be reclaimed by these two units within the year.
Hanoi’s Update on the Delayed 1.000 billion VND Hospital Project
To address the challenges faced by investors, the Hanoi People’s Committee has instructed the Long Bien People’s Committee and the Department of Natural Resources and Environment to resolve any obstacles that arise during the implementation of the Thang Long 1,000-Year Oncology and Plastic Surgery Hospital project.
A 3km road in the heart of Hanoi passing through a series of major projects, connecting Vingroup’s planned projects and Nam Cuong’s mega urban area, will be opened to traffic in the next 2 months.
Le Quang Dao Street, stretching over 2.6 kilometers, is located between Thang Long Boulevard and Ring Road 3.5. Currently under construction, it is set to be completed and opened for traffic on April 1st.
