The Ring Road 4 – Hanoi Capital Region project has a total length of 112.8 km, passing through 3 provinces and cities, including Hanoi (57.95 km), Hung Yen (19.31 km), and Bac Ninh (36.26 km). With a total investment of over VND 85,813 billion, the project is divided into 7 sub-projects, including the Ring Road 4 expressway, which is invested under a PPP model with an investment of VND 56,500 billion. The project commenced on June 25, 2023, and is expected to complete the parallel road by 2026 and the expressway by 2027.

The parallel road (urban road) of Ring Road 4, Hanoi section, is over 57 km long, passing through the districts of Dong Anh, Me Linh, Hoai Duc, Ha Dong, and Thuong Tin. In the first phase of the project, the parallel road is being constructed with a width of 24.5 meters. The investor, Project Management Unit for Transport Construction in Hanoi, and contractors are striving to complete the project basically by 2025, nearly a year ahead of schedule.

Package CP8: Construction from Km0+000 to Km13+017.92 of Sub-project 2.1 – Construction of the parallel road (urban road) in Hanoi, is implemented by a joint venture of Truong Son Construction Corporation, Thinh Vuong TVT JSC, and Thai Yen Investment and Construction JSC.

Currently, Package CP8, which passes through the districts of Dong Anh and Me Linh, has completed over 35% of the construction volume.

The section passing through Tan Dan Commune, Dong Anh District, has completed the asphalt pavement in preparation for finalization.

A representative from Truong Son 7 contractor shared that as of August 16, the company has completed approximately 35% of the package. A section of the road has been paved with C25 porous asphalt (there are two more layers after this one). This is the first section to be asphalted along the entire length of the Ring Road 4 – Hanoi Capital Region project.

Additionally, Package CP2.1 includes a 27-span railway overpass, constructed by Truong Son 7. The unit is expediting the construction of various items. According to the contract, the section will be completed by June 2026, but with the current progress, the unit is determined to finish by June 2025.

Vinaconex Joint Stock Corporation is the contractor for Package CP9/TP2-XL: Construction from Km 13+17.92 to Km36+166.74 of Sub-project 2.1, passing through Dan Phuong and Hoai Duc districts.

Mr. Nguyen Hoang Hai, Commander of the Vinaconex contractor, shared that the total investment of the project is about VND 1,800 billion, of which VND 1,600 billion is for construction. Over VND 600 billion has been disbursed so far. In terms of construction progress, the unit has completed land treatment and base rock paving for about 4 km. The total construction volume has reached about 30%.

During the construction process, the unit has encountered some difficulties and obstacles. There are 12 obstacles related to site clearance, 10 of which are in Quoc Oai District. In addition, there are obstacles related to underground and overhead technical infrastructure.

Despite the intense heat in Hanoi in recent days, Vinaconex has mobilized a large number of workers on the construction site to accelerate the progress.

Once completed, the Ring Road 4 – Hanoi Capital Region project will enhance connectivity and create new development momentum for Hanoi in general and Me Linh district in particular. It will also promote the socio-economic development of the provinces and cities in the Hanoi region, the Red River Delta, and the Northern Key Economic Region.
