General Secretary and President Xi Jinping once again expressed his deep condolences on the passing of General Secretary Nguyễn Phú Trọng. He highly appreciated the significant contributions of the late General Secretary Nguyễn Phú Trọng to the Vietnamese revolution and the Vietnam-China relationship, as well as the development of socialism worldwide. Comrade Xi Jinping expressed his confidence that the Vietnamese Party, State, and people will continue to build on the legacy of the late General Secretary Nguyễn Phú Trọng and achieve even greater success in the renewal and socialist construction process.
A CRUCIAL TIME FOR VIETNAM-CHINA RELATIONS
General Secretary and President Xi Jinping emphasized the utmost importance of General Secretary and President Tô Lâm’s first state visit to China, which is also his first overseas trip as the leader of the Vietnamese Party and State. This visit demonstrates the high regard and top priority both Parties and countries attach to Vietnam-China relations.
He stated that this is a crucial time for the two countries to elevate their bilateral relationship to new heights, with enhanced depth and substance in all aspects.
General Secretary and President Xi Jinping affirmed that Vietnam is a priority in China’s foreign policy. China supports Vietnam in upholding the leadership of the Party and promoting the cause of socialist construction.
On behalf of the Vietnamese Party, State, and people, General Secretary and President Tô Lâm expressed his gratitude and sincere appreciation to the Central Executive Committee of the Communist Party of China for sending a condolence message and demonstrating special gestures following the passing of General Secretary Nguyễn Phú Trọng. In a cordial and friendly atmosphere, the two leaders exchanged views on the situation of each Party and country and the relations between the two Parties and countries.
General Secretary and President Tô Lâm congratulated the Chinese Party, State, and people on the great achievements they have made under the “core” leadership of comrade Xi Jinping over the past decade of the “new era,” especially since the 20th National Congress. Notably, China has successfully achieved the “first centenary goal” of building a moderately prosperous society in all respects and implemented all 300 reform measures proposed at the Third Plenary Session of the 18th Central Committee ten years ago. Comrade Tô Lâm also expressed his confidence in the cause of building socialism with Chinese characteristics, China’s prosperity, and its contributions to peace, stability, and development in the region and the world.
General Secretary and President Tô Lâm informed General Secretary and President Xi Jinping about Vietnam’s recent situation, particularly in economic development, Party building, political system, anti-corruption efforts, national defense and security, and foreign affairs. He emphasized that Vietnam will maximize the spirit of “self-reliance, self-confidence, self-strengthening, and national pride” to successfully implement the resolutions of the 13th National Congress of the Communist Party of Vietnam and prepare for and organize the 14th National Congress successfully.
General Secretary and President Xi Jinping congratulated the Vietnamese Party, State, and people on their achievements in the past time. He expressed his confidence that, under the leadership of the Central Committee of the Communist Party of Vietnam, the Vietnamese Party, State, and people would make even greater achievements in the cause of renewal and socialist construction and successfully realize the goal of becoming a high-income country by 2045, as set out by the 13th National Congress of the Communist Party of Vietnam.
FURTHER STRENGTHENING THE VIETNAM-CHINA RELATIONS
Sharing the meaningful activities at the first stop in Guangzhou, Guangdong Province, General Secretary and President Tô Lâm emphasized that the visit took place on the occasion of the 100th anniversary of President Hồ Chí Minh’s departure from Guangzhou to seek ways for national salvation, 79 years after the August Revolution. This demonstrates the Vietnamese Party and State’s appreciation for China’s valuable cooperation and support for the Vietnamese revolution during historical periods. General Secretary and President Xi Jinping highlighted that the glorious years President Hồ Chí Minh spent in China forged a “closely bonded Vietnam-China relationship, both as comrades and brothers.”
Regarding the relations between the two Parties and countries, the two leaders expressed their delight, especially since the historic visits of the highest leaders of the two Parties in 2022 and 2023. The bilateral relationship has maintained a positive development momentum and achieved many highlights following the “six good” directions: higher political trust, more practical defense and security cooperation, more substantial practical cooperation, more solid social foundations, closer multilateral coordination, and better control and management of differences.
Emphasizing the complex and unpredictable regional and global context, General Secretary and President Tô Lâm affirmed that Vietnam consistently pursues an independent, self-reliant foreign policy of peace, friendship, cooperation, and development, diversification, and multilateralization of foreign relations, and a national defense policy of “four nos.”
General Secretary and President Xi Jinping strongly affirmed that China adheres to a friendly policy towards Vietnam and always considers Vietnam a priority and a strategic choice in its neighborhood diplomacy.
The two leaders had in-depth exchanges on major orientations to enhance trust, consolidate friendship, improve the effectiveness of practical cooperation, maintain peace and stability at sea, and continue to develop the Vietnam-China relationship healthily, stably, and sustainably, following the spirit of “sixteen words” and the principle of “four good.”
The two leaders reached a high consensus on strengthening political trust, maintaining regular exchanges and contacts between the two Parties’ and countries’ high-level leaders, and valuing the strategic guiding role of the Party channel in the overall bilateral relationship. They agreed to continue theoretical exchanges through mechanisms such as the Theoretical Workshop between the two Parties, sharing the latest theoretical and practical achievements of each Party and country, making practical contributions to each Party and country’s cause.
The two leaders underlined the importance of enhancing and promoting practical cooperation. Accordingly, the two sides agreed to continue strengthening security and defense cooperation, promoting economic and trade investment cooperation, including the connectivity of the “Two Corridors, One Belt” with the “Belt and Road,” enhancing infrastructure connectivity in railways and roads, strengthening supply chain cooperation, promoting economic cooperation between border provinces, and increasing exchanges on state-owned enterprise reform.
REQUEST FOR CHINA’S SUPPORT IN CONCESSIONARY LOANS AND TECHNOLOGY TRANSFER TO VIETNAM
General Secretary and President Tô Lâm proposed that the two sides strengthen cooperation in constructing large and symbolic projects, commensurate with the political trust and reflecting the advanced level of science and technology in China.
He also requested China’s support in concessional loans, technology transfer, human resource training, and high-quality investment in Vietnam’s key transport infrastructure projects. He further suggested enhancing investment cooperation in areas where China has many advantages, such as green and digital economy.
General Secretary and President Xi Jinping affirmed that China is ready to increase the import of agricultural products from Vietnam and expand trade promotion offices in China. China will facilitate the access of high-quality Vietnamese agricultural products to the Chinese market.
Highlighting that the two countries are approaching the 75th anniversary of the establishment of diplomatic relations in 2025, the two leaders agreed on the necessity to further enhance people-to-people exchanges, promote mutual understanding, and foster friendship between the two peoples, especially the youth. They decided to designate 2025 as the “Vietnam-China People’s Exchange Year.”
The two leaders also had in-depth exchanges on many international and regional issues of shared concern, emphasizing coordination and mutual support in multilateral forums and international mechanisms, based on the legitimate interests of the two countries and contributing positively to the international community’s common interests.
Regarding the issue of the sea, the two sides had candid and straightforward exchanges and agreed to well implement the high-level common perceptions, strive to control and manage differences, and handle them appropriately. General Secretary and President Tô Lâm proposed that the two sides should respect each other’s legitimate interests, resolve differences by peaceful means, comply with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC) and work for a substantive and effective Code of Conduct in the South China Sea (COC) in accordance with international law and the 1982 UNCLOS.
On behalf of the Vietnamese Party and State, General Secretary and President Tô Lâm cordially invited General Secretary and President Xi Jinping to visit Vietnam soon. General Secretary and President Xi Jinping sincerely thanked and gladly accepted the invitation.
At the end of the talks, General Secretary and President Tô Lâm and General Secretary and President Xi Jinping witnessed the signing of cooperation documents between ministries, sectors, and localities of the two countries in Party training, agricultural import and export, radio and television, media communication work, health, infrastructure, economy, trade, industry, and banking during this visit.
Subsequently, General Secretary and President Xi Jinping invited General Secretary and President Tô Lâm to a tea party, which he graciously hosted.
