Earlier, during his working trip to Dak Lak, Prime Minister Pham Minh Chinh surveyed the site of the Buon Ma Thuot-Khanh Hoa Expressway project; attended the launch of a 500-day high-point emulation campaign to complete 3,000 km of expressways; and visited and worked with the Military Command and the Public Security of Dak Lak province.

DAK LAK NEEDS TO FOCUS ON 4 PILLARS OF GROWTH

Concluding the working session, Prime Minister Pham Minh Chinh agreed with the contents of the reports and the 15 speeches, which were profound, responsible, and emotional. He was impressed by the desire to promote the development of Dak Lak province in particular and the Central Highlands region in general, to continue rapid, sustainable, and inclusive growth in the future. He asked the Government Office to coordinate with Dak Lak province and relevant agencies to review and synthesize opinions to soon issue the conclusion of the Prime Minister.

The Prime Minister highly appreciated and praised the efforts and important achievements of the Party Committee, authorities, army, and people of Dak Lak province, which have made significant contributions to the country’s overall achievements.

Along with the very basic results that the delegates have pointed out, the Prime Minister pointed out that Dak Lak is still a difficult province in many fields; infrastructure is limited, and transport infrastructure is still a bottleneck; there is much potential, but the mechanism and policies are limited; there are many latent risks in security and defense…

Economic growth has not yet reached the set target and is still lower than the national average. The number of enterprises has not increased much, and production and business activities still face many difficulties. The implementation of the three national target programs is slow. The rate of communes meeting the new rural standards is low. The rate of poor and near-poor households according to the multidimensional poverty line is high compared to the country and the Central Highlands region. There are still cases of people destroying forests and encroaching on forest land…

Regarding the orientation and development goals for the coming time, the Prime Minister emphasized the need to promote rapid, sustainable, comprehensive, and inclusive socio-economic development, based on attracting and mobilizing resources for industries and fields with potential and competitive advantages, focusing on 4 pillars of growth:

(i) Developing agricultural and forestry products with large-scale advantages and high quality, oriented towards export markets;

(ii) Large-scale agricultural product processing industry and renewable energy production;

(iii) Urban economy, digital infrastructure, and irrigation infrastructure;

(iv) Logistics services, tourism based on digital technology, digital economy, and digital society.

Promote socio-economic development along with building a strong political system, consolidating national defense and security, ensuring social order and safety, and firmly protecting sovereignty and borders, building a peaceful, friendly, cooperative, and developing border line.

Promote socio-economic development closely associated with environmental protection and climate change response. Manage and use land, water, forest, and other resources reasonably and efficiently; protect and improve the environment; proactively and actively deploy solutions to adapt to climate change and prevent natural disasters.

Promote socio-economic development with people at the center, reduce poverty sustainably, and create conditions for equal development among ethnic groups living in the area, in the spirit of “leaving no one behind.” Pay special attention to ethnic work, ethnic minority officials, and ethnic minority affairs officials.

Regarding the general goal, the Prime Minister emphasized the need to continuously improve the material, cultural, and spiritual life of the people in the province to soon reach the national average level, based on rapid and sustainable socio-economic development; develop ecological space, promote the cultural identity of ethnic groups; make Dak Lak an attractive and unique destination for domestic and international tourists.

Along with that, build Buon Ma Thuot city into the center of the Central Highlands region, the gateway for the region’s integration and connection with the region and the world; people enjoy a quality life with good social services, a guaranteed environment, high income, and job opportunities.

In the coming time, the Prime Minister suggested that the Party Committee, authorities, army, and people of Dak Lak province promote the spirit of “6 strengthen.”

Accordingly, strengthen the political trust of the people in the Party, the confidence in the guidelines, policies, and directions of the Party; strengthen the great national unity among the 49 ethnic groups in the province and the ethnic groups in the Central Highlands region, leaving no one behind, working together, enjoying together, winning together, and developing together.

At the same time, strengthen the mechanism for mobilizing resources for development, especially public-private cooperation, promote investment in transport infrastructure development to create new development space, new urban areas, industrial parks, and service areas, reduce logistics costs, travel time, and increase the competitiveness of products and goods.

Along with that, strengthen national defense and security potential, contributing to maintaining political stability, social order and safety, firmly protecting independence, sovereignty, unity, and territorial integrity, maintaining peaceful, friendly, cooperative, and developing borders with the motto “good neighborliness, traditional friendship, comprehensive cooperation, and sustainable development”; strengthen high-quality human resource training for the province and the Central Highlands region, shift labor from rural and agricultural areas to industrial and urban areas.

9 SPECIFIC TASKS

Pointing out specific orientations and tasks, the Prime Minister first of all requested the province to review the targets and tasks according to the Resolution of the 13th Party Congress, the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat, including the Resolution 23-NQ/TW of the Politburo on the orientation of socio-economic development and ensuring national defense and security in the Central Highlands region, and the Resolution of the 17th Provincial Party Congress; closely follow the guidelines, policies, and directions of the Party, State, and the leadership and guidance of the Politburo, the National Assembly, and the Government. From there, strive to successfully complete the goals and tasks set for 2024 and the whole term; continue to promote the goals that will be achieved, make more efforts to achieve the goals that have not been achieved, and have breakthrough solutions for difficult-to-achieve goals.

Second, promote the implementation of the Dak Lak provincial planning to ensure compliance and synchronization in the implementation process; in accordance with the master plan, sector plans, and ensuring harmony and connection with the planning of the Central Highlands region. Urgently build a plan to implement the provincial Planning; identify key contents, progress, and resources to implement programs and projects in the Planning.

Organize and arrange the territorial space reasonably, develop the system of urban areas into development poles and economic centers of the province and the region. Effectively organize the implementation of Power Planning VIII and the Plan to implement Power Planning VIII.

Third, promote production and business activities, create jobs and livelihoods for the people, renew traditional growth drivers (investment, export, and consumption) and promote new growth drivers (digital economy, green economy, circular economy, sharing economy, knowledge-based economy, regional linkage…)

Fourth, mobilize the maximum resources for development; improve the efficiency of attracting and utilizing investment capital (especially FDI and public-private partnership forms). Promote the disbursement of public investment capital, 3 national target programs; focus on investing in transport infrastructure connecting, urban infrastructure, tourism infrastructure, and services; projects on natural disaster prevention, climate change response, environment, and innovation…

Effectively implement key transport projects of the province and the Central Highlands region to connect synchronously and closely the North-South expressway in the western region, the Khanh Hoa-Buon Ma Thuot expressway, National Highway 27 with the urban road system of Buon Ma Thuot city; increase connectivity, and effectively exploit Buon Ma Thuot airport.

Attract more investment in agriculture and rural areas; restructure the agricultural sector towards a green and organic direction. Develop production according to value chains associated with product consumption; maintain and expand traditional craft villages associated with ecological environment protection and sustainable development. Develop forestry in association with management, protection, restoration, and development of forests; increase revenue from forest environmental services and carbon credits.

Increase investment in deep processing to enhance added value and build and promote the brand of the province’s key products, for example, Buon Ma Thuot coffee must become an industry with high added value, a product with a world-class brand name.

Increase investment in tourism infrastructure development, link tourism chains with provinces in the Central Highlands and Central Coastal regions, and Laos and Cambodia. Tourism must become the province’s spearhead economic sector.

Fifth, promote the improvement of the business investment environment, support businesses, and promote startups and innovation. Be determined to cut and simplify administrative procedures; shorten the time for handling dossiers and procedures, especially those related to land, investment, construction, planning, and the environment. Promote digital transformation, implement Proposal 06, and strengthen the deployment of online public services on the National Public Service Portal.

Sixth, pay attention to developing the fields of culture, society, environmental protection, ensuring social security, improving the material, spiritual, and cultural life of the people of all ethnic groups in the province. Promote economic development along with social progress, promote inclusive growth so that all people can enjoy the fruits of development, be welcomed with opportunities, and not be left behind, especially ethnic minorities. Implement sustainable poverty reduction associated with socio-economic development, especially in areas with a large number of ethnic minorities; support people to have sustainable livelihoods through training, credit support, job conversion, and improving people’s knowledge.

Seventh, pay attention to the work of managing resources, protecting the environment, and responding to climate change. “We must know how to be thrifty with resources, especially water resources, to be able to develop in the long term, and not waste them. There must be careful calculations and appropriate steps to respond to climate change. It is necessary to plan a system of reservoirs and pumping stations reasonably, with high-tech solutions; save water use; and recover and recycle clean water,” the Prime Minister noted.

Eighth, do well in ensuring political security, social order and safety, building a people’s defense and a people’s security posture.

Ninth, pay attention to Party building and building a clean and strong political system; continue to improve the leadership capacity and combativeness of Party organizations and members; well prepare for the organization of Party congresses at all levels according to the Directive No. 35-CT/TW of the Politburo on the direction of the Party Congress at all levels towards the 14th term; pay attention to the work of preventing and combating corruption, negativity, and waste; educate and train the team of officials and civil servants to say no to negativity and corruption. Focus on building a streamlined, efficient, and effective apparatus; build and train a team of officials, public employees, and employees with good qualities, capacity, and prestige, worthy of the task.

BUILDING A WORLD COFFEE CITY

The Prime Minister hopes and believes that with its position and role as the center for linkage and coordination and the main growth pole of the Central Highlands region, with its identity and revolutionary traditions and the momentum of development in recent years, with the support of the entire political system, and with the aspiration and enthusiasm for development shared by the entire Party Committee, authorities, and ethnic communities, in the coming time, Dak Lak province will strongly overcome difficulties and challenges, continue to renew its thinking and vision to create new, fast, green, harmonious, and sustainable development momentum, leaving no one behind.

The Prime Minister noted the need to continue renewing thinking and ways of working with the view that “resources come from thinking, motivation comes from innovation, and strength comes from the people.” With the view of “taking the people as the root,” “the people are the center, the subject, the resource, and the motivation for development,” and in the spirit of “what the people need, the government will provide; what the people find difficult, the government will help,” the Prime Minister emphasized the need to be close to the people, understand the people, and care for the people’s lives so that the people of Dak Lak will have a warm and happy life. , the community of 49 ethnic groups living in the province always unite, develop together, be vigilant and fight against plots of hostile forces and reactionaries.

Along with that, build Buon Ma Thuot into a “World Coffee City,” a regional urban center, contributing importantly to promoting the development of the Central Highlands region, an area of “strategy within the strategy,” an important border gate of the country.

Also at the working session, the leaders of the ministries and sectors responded, and Prime Minister Pham Minh Chinh directed the proposals and recommendations of the province, such as investing in the construction of the Pleiku (Gia Lai) – Buon Ma Thuot (Dak Lak) expressway, the Buon Ma Thuot (Dak Lak) – Gia Nghia (Dak Nong) expressway, and the road connecting the end point of the Khanh Hoa – Buon Ma Thuot expressway with the East-West Boulevard, connecting Buon Ma Thuot airport (about 5.05 km long, with a capital of about VND 1,500 billion).

Basically agreeing with the proposals, the Prime Minister clarified that the locality should be the managing agency, promoting the spirit of proactiveness, dynamism, and effectiveness in implementing the projects. Ministries and sectors, according to their functions, tasks, and powers, need to proactively coordinate with localities to solve difficulties and problems.

On this occasion, the Prime Minister asked ministries, sectors, and localities to focus resources with diverse sources of capital to invest and complete 1,900 km of expressways in the Central Highlands region in the coming years, adjust planning and plans to be able to implement them earlier than expected.
